Full Job Description
Sourcing & Delivery are responsible for providing expert commercial and procurement support through the end-to-end commercial lifecycle for UKHSA Directorates, programmes, and projects. The team drive value for UKHSA through managing contract delivery and supplier relationships to ensure the delivery of goods and services to UKHSA customers, and enabling self-sufficiency through the effective management of the MarketPlace platform.
From pre-procurement to contract management, sourcing works across the end-to-end commercial lifecycle to deliver strategic procurements or programmes. As owners of the internal Sourcing & Delivery Commercial Pipeline, ensure current and future demand is balanced against current demand and resource - as well as assure the quality of information and data that is submitted to the pipeline. They offer additional value to UKHSA customers, Major Programmes and Business Partners through the ability to provide procurement subject matter expertise and crucial input into business cases and sourcing strategies. Their commercial delivery responsibility is supplemented through turning insight into action by rationalising and aggregating commercial spend across suppliers, in order to then identify cost efficiency opportunities and implementation initiatives to achieve them., You will be responsible for Contract Management Delivery and will be a designated resource responsible for delivering efficient, effective contract management services aligned to policy and best practice. The role will report into the Senior Commercial Manager, Contract Management, who in turn reports to the Deputy Director Sourcing & Delivery.
You will join the team at an exciting time as a new Sourcing & Delivery structure and way of working is embedded. By joining UKHSA's Commercial team, part of the Commercial, Vaccines and Countermeasures Delivery (CVCD) Directorate, you will help to build and lead a best-in-class function, working collaboratively with stakeholders and partners in the UK and globally, to provide innovative, value-for-money and flexible commercial solutions.

The successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. When selecting your location listed in this job advert please be aware that this will be your contractual base location with a requirement to spend a minimum of 60% of your working time in this organisational workplace.
Your time spent on official duties at workplace locations other than your contractual office such as supplier, customer or partner locations required to perform your role is included in the 60% attendance.

Person specification
+ Deliver and embed UKHSA's Contract Management processes and procedures, in line with the Government Commercial Organisation (GCO) Standards.
+ Lead, support or create opportunities to improve performance and value across all classified contracts.
+ Manage aspects of the delivery of the UKHSA Commercial contract management including contract performance management, contract variation and amendments, and ensuring contracts deliver against scope.
+ Manage aspects of Contract negotiations and renewals.
+ Manage aspects of Contract disputes and issues and liaise with the Legal Team.
+ Support development and management of Commercial contracts, ensuring they are up to date and compliant.
+ Develop and maintain expert knowledge of respective supplier markets and understand how they are evolving in the market to provide expert advice on relevant regulation and compliance issues.
+ Support to deliver and embed robust Supplier Relationship Management processes and procedures, in line with GCO Standards.
+ Chairing monthly supplier reviews including key stakeholders.
+ Establishing clear, concise and objective management reporting and KPIs on progress, status, issues and risks.
+ Continue to create an inclusive and collaborative culture within the team. Build confidence, encouraging the team to develop and improve.

Technical skills
We'll assess you against these technical skills during the selection process:
+ Ability to analyse commercial risks developing recommendations for customers and stakeholders. Articulating key risks when presenting recommendations for customers and stakeholders.
+ Experience of managing large, complex commercial contracts, and implementing contract management strategies and processes to ensure value for money is achieved.
+ Experience delivery across the full commercial lifecycle including knowledge and understanding of commercial policies. Experience of negotiating commercial terms and taking a robust commercial position with suppliers, to drive value for money.
+ Experience of identifying, developing, and building strong, productive relationships at all levels and with a variety of stakeholders with different, sometimes competing, priorities and drivers., Successful candidates must undergo a criminal record check.
