The scale, variety and complexity of the Estate make UCL a unique place to work.UCL is committed to providing the best possible Campus Experience for its staff and students, ensuring that its Properties support and promote academic excellence.The role of Property is to support the growth and Development of the university, helping secure valuable planning consents, negotiating S106 agreements, and acquiring and disposing of space (both freehold and leasehold) outside UCL's main footprint. Acting as a link with colleagues across UCL, to ensure academic departmental needs are met, having regard to the Institution's wider needs within available budgets.About the roleYou will oversee and assist with property transactional matters, help with managing the existing Leasehold Estate in UCL's best interest as an occupier in addition to the Long Leasehold and Freehold Estate. Assist the Senior Estate Surveyors to Deliver and implement the Estates' Property and Asset Management strategies.Collaborate with a range of internal stakeholders inside and outside of Estates and a wide range of stakeholders within the local community forming key relationships with counterparts. You will be skilled in building relationships with existing Landlords and Managing Agents and should be capable of managing external consultants ensuring best performance for UCL.Duties and responsibilities
- Help to deliver the strategic implementation and constant review of the relevant Estates Strategies
- Work on business as usual functions including but not limited to:
- Property acquisitions and disposals, both leasehold and freehold
- Rent reviews
- Licence for alterations, Licences to sub-let, Space sharing agreements etc.
- Police boundary disputes and Support Estates FM colleagues with ongoing management issues
- Support Capital Projects in Town Planning Discussions and Negotiations
- Manage external advisors
- Manage the Property Records - Keeping all Property Records up to date
- Work with UCLs £46m per annum Property budget, assistTreasury function and help achieve savings targets
- Assist with managing Dilapidation provisions and Insurance Valuations
- Write business cases/property reports to obtain approval from UCL's various internal committees , in reference to those proposals which contain a Property related transaction.
- Where appropriate, communicate the Property Strategy to retained external advisors and other key stakeholders
Relevant Technical knowledge - Relevant experience in the property sector e.g. property acquisitions and disposals, leasehold and freehold contract negotiations, rent reviews etc. managing complex stakeholder relationships in a customer focused environment.
- General knowledge of London's Commercial property market, and ability to liaise effectively with property consultants and to understand their remit.
- Confidence in dealing effectively in the property market and an ability to assume the role of ambassador to UCL
- Experience managing budgets and contracts
- A professional property qualification, preferably MRICS
- Good knowledge of higher education sector.
- General knowledge of the rental market near UCL
- Ability to negotiate lease terms and build relationships with landlords and stakeholders whilst retaining credibility with counter parties and ensuring the reputation of UCL is upheld.
- Proven Interpersonal, Influencing and communication skills at all management levels.
- Strategic mindset with a focus on value and quality
- Strong attention to detail and the ability to manage multiple projects in a fast-paced environment. Delivering workload effectively within agreed timescales.
- Ability to work effectively and collaboratively within a team environment and as a team.
- Be flexible in duties undertaken and to work outside normal working when required.
- Attend staff meetings, relevant seminars, workshops and training events.
