London moving, working, and growing.About the TeamThe Property Services team provides full and high-quality property consultancy services to clients both within TfL and the wider Greater London Authority Group (GLA).The Property Services Data function drives the strategic direction, data governance and implements the way property data, knowledge and information is collected, managed, improved, used and shared within Transport for London (TfL) as well as optimising and future-proofing associated processes.The RoleWe are seeking a Land Information Manager to provide high level business and technical support to Property Services;
- To lead and embed a land information function for TfL
- To lead on land referencing activity for TfL infrastructure projects
- A key stakeholder in driving TfL's property data strategy and land governance
- Introduce and deliver geospatial solutions in relation to land and property
- Manage day-to-day functions of the Property Services Data and Process Team; dealing with land acquisition, complex ownership issues and data management activities.
Your work in this role will deal with some of the most interesting and unique land interests across London.
If you are interested in land information, enjoy working on a diverse portfolio of land and property interests alongside a talented team of GIS and data specialists, then this is the role for you.Key Accountabilities- People and relationship management: to work closely with stakeholders to capture requirements and identify opportunities and solutions; to realise efficiencies and reductions in risk; to liaise with data providers to ensure that data supplied and/or delivered is of a high quality.- Solution implementation: to develop and design systems by identifying project requirements and deliverables in relation to land and property, using relevant information technology; to be responsible for data capture for land referencing and any other relevant TfL work; to manipulate and analyse tasks to deliver data that is fit for publication and to comply with TfL and industry standards.- Communicating and influencing: to be responsible for presenting mapping
and land information at senior management level; to respond and develop local and TfL-wide business cases in adopting specific solutions and to articulate how workflows, work processes, systems and data can deliver project benefits and efficiencies. Responsibility for problem-solving; resolve problems in relation to land referencing and other related project work and to be involved in external consultation as appropriate.- Project delivery: to be accountable for planning, procuring and/or managing land referencing and other property data relevant programmes of work, to ensure that the project objectives are met, within the agreed timescales, quality and budget; to manage the productions of drawing/plans and associated schedules, to ensure land acquisition and ownership enquiries are dealt with in a timely manner.- Technology: to be accountable for directing Tech & Data to ensure that the software, hardware and IT infrastructure supports the relevant property
data function objectives. To provide and manage the team systems - GIS, CAD, Muniments, Conveyancing Searches, and any other relevant systems- Change management: to identify new and best working practices; to develop training and consultation material, in order to enable change management to be effectively delivered as part of the program.- Project governance and risk management: to be accountable for ensuring the appropriate governance and reporting arrangements are implemented in line with TfL guidelines; to identify and manage project risks and to escalate in a timely manner.Skills, Knowledge & ExperienceSkills1. Ability to communicate effectively and to build effective working relationships, up to a senior management level across the organisation and externally. Essential2. identify, review, recommend and implement IT systems. Essential5. Ability to identify data sources and apply data management principles. Essential6. Ability to identify the need for change, initiate and implement change.Knowledge1. Detailed knowledge of land referencing in relation to compulsory purchase. Essential2. Knowledge of the rail and underground industry, including knowledge of the constituent asset groups and how they operate to deliver an integrated transport service. Desirable3. Detailed knowledge of Land Registry, legal document management and any other resources to provide information about land ownership and interests. Essential4. Specialist knowledge in the implementation, use, integration and development of GIS, associated GIS technologies, CAD, document management systems and associated web based tools. Essential5. Experience in ESRI ArcGIS, AutoCAD, Microsoft 365 and Microsoft Power Platform. Essential6. Knowledge of programming languages and
applications (PYTHON, SQL, FME) desirable7. Relevant degree qualification and/or demonstrable experience in a similar role. Desirable8. Membership of GIS related professional body (RICS, AGI, RGS, etc.) DesirableExperience1. Experience of working in a time-constrained project management environment, in a large, complex, safety focussed and regulated organisation, where there are multiple complex interfaces. Essential2. Experience of working in a land referencing and/or team leader role and delivering to time, budget and quality. Essential3. Experience of working in property team providing property, graphical, spatial and attribute information. Essential4. Experience of desktop and on-site data-capture, storage and manipulation, for GIS and land referencing, using off-the-shelf technologies, and liaising with other GIS and infrastructure delivery project teams within TfL, External Consultants, Government Departments and Network Rail.
