Full Job Description

Insolvency Practitioner Regulation Section (IPRS) sits within Strategy, Policy and Analysis Directorate of the Insolvency Service; and acts on behalf of Ministers as the oversight regulator for the insolvency profession. This is a time of exciting change for the team and the wider sector, and the successful candidate will bring to bear their excellent leadership and stakeholder skills, alongside exceptional and inclusive management experience in a complex statutory setting. Insolvency law and its regulatory landscape are complex, and the successful postholder will benefit from strong insolvency knowledge, or comparable company law, regulatory, or relevant sector or policy understanding. Insolvency Practitioner Regulation Section (IPRS) has overall responsibility for monitoring the activities of the Recognised Professional Bodies (RPBs), and for improving standards within the insolvency profession in our capacity as oversight regulator. The regulatory framework is governed by statutory objectives and IPRS has powers to issue sanctions against the regulators for poor performance as well as to take action against insolvency practitioners for misconduct. The work of IPRS includes:

  • monitoring the regulatory activities of the RPBs which licence and regulate IPs to ensure that they are undertaken in accordance with common standards and statutory regulatory objectives;
  • developing regulatory policy, and leading across the regulatory community collaboratively to address key threats and issues;
  • providing guidance to the insolvency profession on law and practice; and
  • responding to public and Ministerial correspondence, administering an important complaint 'gateway' for the public.
  • During 2025, the post holder will also lead the team in commencing new a new high-profile function: setting standards for the profession on behalf of the Secretary of State. Responsibilities The jobholder will be required to:
  • set the strategic direction for regulating the insolvency profession in line with Government priorities and regulatory best practice, including in repsect of growth, regulatory efficicency, and protection of the public;
  • lead and expand the IPRS team in the delivery of its objectives, balancing its reactive, proactive and statutory work, and ensuring the team continues to be highly regarded, motivated and supported;
  • take active part in wider leadership and management of the directorate, as well as the wider Agency.
  • play a key role in helping to develop and implement policy changes for the regulatory regime, working closely with the Policy team and DBT Legal;
  • play a leading role in supporting diversity and inclusion in the wider sector;
  • provide advice and support to senior colleagues and Ministers (including dealing with Ministerial correspondence, PQs and providing support in debates) on issues related to IPs and the regulatory regime;
  • build highly effective relationships with key stakeholders in the sector including the RPBs, other regulators, charities, creditors and the insolvency trade body; and
  • confidently lead representational work, speaking at industry conferences and events on regulatory matters.
