Full Job Description
We are seeking a highly motivated and detail-oriented Senior Network Change Officer to join our Highways and Infrastructure team. This is an exciting opportunity to play a key role in managing changes to the highway network, ensuring that infrastructure assets are accurately recorded, maintained, and integrated into long-term asset management strategies. Working within the PFI Contract Services team, you will support the Principal Network Change Officer in coordinating network changes, managing maintenance liabilities, and ensuring that highway assets are effectively transferred and maintained in accordance with contractual requirements and council policies., As a Senior Network Change Officer, you will play a key role in supporting the management of changes to the highway network, ensuring that asset updates, maintenance responsibilities, and associated costs are accurately recorded and managed. The role involves coordinating highway asset changes, facilitating effective information exchange with internal teams, service providers, and developers, and ensuring the smooth transfer of maintenance liabilities. You will be responsible for maintaining detailed and accurate asset records, supporting payment processes linked to maintenance costs, and providing data and analysis to inform contract performance and decision-making. The role also includes reviewing and contributing to infrastructure proposals and business cases, helping to ensure they are clear, compliant, and deliverable. Working closely with stakeholders, you will contribute to the long-term planning and asset management of highway infrastructure, support the operation and improvement of network change processes, and help develop effective service arrangements and future contract approaches in line with council policies and objectives
We're looking for a candidate who can demonstrate a sound understanding of highways services, infrastructure changes, and statutory obligations who also has
- experience of managing or supporting network/asset change processes and understanding their wider implications
- strong communication skills with the ability to coordinate and engage all stakeholders
- robust skills in data management, analysis, and maintaining accurate asset and network records
- proficiency in the use of IT systems to manage information and support effective decision-making
- experience in contract or service management, including performance monitoring and payment mechanisms with the ability to critically review and challenge project proposals and business cases
- evidence of driving process improvements and working effectively in a changing environment
- good awareness of commercial considerations and asset lifecycle management principles
