Full Job Description

As a Senior Inspection and Enforcement Officer, you will play a key role in monitoring, auditing, and verifying the performance of service providers responsible for delivering highway maintenance and related services. Reporting to the Principal Performance Officer, you will deliver a programme of planned and ad hoc inspections, ensuring that contractual obligations are met and that all work complies with required standards, legislation, and council policies. This is a varied and hands-on role that directly supports the effective management of the city's highway network., You will:

  • Conduct inspections and audits to assess service provider performance against contractual, technical, and legal requirements.
  • Deliver both scheduled and ad hoc inspections, providing clear, balanced, and evidence-based performance assessments.
  • Record all findings accurately using approved systems and equipment, ensuring full auditability.
  • Maintain strong working knowledge of highway standards, legislation and relevant Council policies
  • Work collaboratively across internal teams and with external service providers.
  • Uphold the Council's Equal Opportunities policies in all aspects of your work.

    Do you have an eye for detail, strong analytical skills, and the confidence to hold service providers to account?, You will hold a relevant qualification of significant experience in:
  • Experience auditing or verifying service delivery (highways experience ideal)
  • Understanding of statutory highway obligations and PFI contract principles
  • LANTRA trained
  • Strong communication and relationship-building skills
  • Ability to analyse technical and performance data
  • Confident IT user
  • Commitment to excellent customer care and equality in service delivery
