Full Job Description

As a Data Analyst, you will support the Senior Data Analyst and Data Manager in delivering high-quality data analysis, performance reporting and evidence-based insight. Your work will directly contribute to the Council's statutory Network Management Duty and help ensure that works on the highway are well-managed, compliant and financially reconciled. You will:

  • Collate, organise and analyse data to produce KPIs, performance dashboards and management information.
  • Identify trends, measure performance and highlight opportunities for improved efficiency.
  • Gather evidence to support fines and fees associated with the Permit Scheme, Specified Licences and Footway Crossing applications.
  • Liaise with internal teams and external stakeholders to recover outstanding charges.
  • Validate, process and reconcile financial information and invoices in line with established procedures.
  • Prepare reports, reviews and presentations, ensuring accuracy and clarity.
  • Manage daily correspondence and enquiries through to resolution.

You'll bring a proactive mindset, strong technical skills and the ability to communicate clearly with a wide range of stakeholders., Experience working in data-led or innovation-focused teams.
  • Excellent IT skills, including strong knowledge of analytical tools and software such as Excel, Power BI, and SQL.
  • Ability to analyse, interpret and advise on financial, statistical and technical information.
  • Strong problem-solving skills with the ability to adapt to changing circumstances.
  • High level of accuracy and attention to detail.
  • Excellent verbal and written communication skills, able to present evidence clearly and confidently.
  • Ability to prioritise workload and apply rational and lateral thinking to achieve results.
  • Understanding of relevant Highways legislation, including the Traffic Management Act and associated regulations.
  • Awareness of data licensing, GDPR and data governance principles.
  • Knowledge of web technologies, including web services, development frameworks and languages.
