Full Job Description

Birmingham City Council are looking for skilled and motivated individuals to join the Housing Service as Compliance Officers. This is a key operational role where you will support the delivery of building compliance and safety across the Council's housing portfolio, including Temporary Accommodation and wider residential stock. You will play an important role within a service operating at significant scale, supporting the management of safety, compliance and asset performance across a large and diverse portfolio of properties. Strengthening compliance, improving oversight, and ensuring adherence to statutory and regulatory requirements is a key priority as services expand and evolve. Working as part of a developing compliance function, you will support the delivery of high-quality asset management services, ensuring that buildings are safe, compliant, and effectively managed. This will include working across a range of compliance areas such as fire safety, gas, electrical, water hygiene, asbestos, and damp and mould. This is an exciting opportunity to contribute to a high-impact service that plays a critical role in ensuring resident safety and improving housing standards across the city. What you will be doing In this operational role, you will:

  • Support the delivery of compliance programmes across housing stock, ensuring all statutory and regulatory requirements are met
  • Maintain and monitor compliance data, certification records, and safety information to ensure accuracy and effective oversight
  • Identify, report and support the resolution of areas of non-compliance, helping to develop improvement plans
  • Support contract management and monitor contractor performance to ensure compliance work is delivered to required standards
  • Assist with planning and delivery of compliance programmes, including inspections, servicing, and maintenance activity
  • Work collaboratively with internal teams, contractors, and partners to ensure effective delivery of compliance services
  • Support audits and ensure all compliance activity meets required governance and assurance standards
  • Engage with residents to ensure compliance activity is understood and promote safety awareness
  • Contribute to service improvement activity, including the development of systems, processes and digital solutions
  • Support performance monitoring and reporting, ensuring compliance services operate effectively and within budget

    We are looking for confident, detail-focused individuals who can work effectively in a regulated and fast-paced environment.
  • You will bring:
  • Experience working in housing asset management, compliance, property, or a related field
  • A good understanding of building compliance, safety legislation, and regulatory requirements
  • Knowledge of one or more key compliance areas (e.g. fire safety, gas, electrical, water, asbestos, damp and mould)
  • Experience working with contractors or supporting compliance delivery programmes
  • Strong analytical skills, with the ability to interpret data and identify risks or performance issues
  • Good communication skills, with the ability to build effective working relationships with colleagues and partners
  • The ability to present technical and complex information clearly and accurately
  • Good organisational skills, with the ability to manage competing priorities and meet deadlines
  • Confidence using IT systems and maintaining accurate compliance records
  • A proactive and responsible approach to ensuring safety, compliance and continuous improvement
  • These roles are hybrid, with working arrangements based on service needs and requiring attendance at face-to-face meetings.
