Full Job Description

MTVH is committed to be a sector-leading supported housing provider, with a portfolio of around 2,500 supported housing units and 3,400 homes for older people. At the heart of this commitment is a drive to deliver high quality accommodation from which customers can receive specialist support. This role will act as client-side programme manager for the delivery of capital building projects including refurbishments and developments. This role will be responsible for delivering one of the key objectives in the Care & Support Strategic Plan 2023/28. The objective delivering supported housing fit for the future states that we will invest in existing suitable stock, build new supported housing and Later Living homes and sell properties that are not fit for purpose. This post will consider Property, Development and Regeneration options for existing stock, using technical knowledge to identify and drive asset decisions efficiently. The role will primarily entail being responsible for and making recommendations on investment, refurbishments and disposal (ensuring that asset decisions are measured against strategic priorities, performance and opportunity). Responsibilities:

  • To oversee a programme of disposals, refurbishments and developments on behalf of the Customer Services Directorate. This includes Care & Support and Community Investment.
  • Critically analyse asset data alongside suitability criteria to inform investment and disposal decisions.
  • Develop and maintain effective relationships with internal stakeholders including the Development, Property and Regeneration Directorates, as well as external stakeholders such as the GLA and Homes England.
  • Critically analyse all property transactions, carrying out all necessary due diligence and carefully manage all property transactions through to completion.
  • Ensure that all transactions are properly assessed and appraised for financial viability, financial risk and all other risks.
  • Ensure compliance with MTVH's business plan requirements and that risks are identified and well managed. Work closely with the Construction team to ensure cost advice and quality requirements are included in all appraisals.
  • Develop business cases and grant applications to secure capital funding for projects and thereafter, lead on their implementation.
  • Lead project teams to ensure the successful progression of a pipeline of short/medium/long term schemes and opportunities.
  • + This role will lead on delivering outcomes for supported housing, managing the complexity of relationships that result from workstreams crossing multiple directorates. + Key internal stakeholders from other directorates will be the Director of Development, Director of Regeneration, Director of Delivery, Directors of Property (Asset Management, Property Services and Commercial). + Oversee the strategic review, decisions and delivery of a complex programme of supported housing asset investment, disposal and redevelopment for a portfolio of 6,000 units of accommodation, that currently turns over £43m annually.
