Full Job Description

We're looking for a dedicated Project Manager to join our ambitious Local Government Reorganisation (LGR) programme at Plymouth City Council. This is a pivotal role supporting what the government describes as a "once-in-a-generation opportunity" to reshape local government structures.
You'll work alongside our Head of Local Government Reform and Devolution to coordinate the development of a comprehensive proposal by November 2025, as we pursue our vision to create a more sustainable unitary authority.
Key Responsibilities
In this role, you will:
· Coordinate activities across multiple workstreams
· Support the development and implementation of our risk management strategy for the programme
· Ensure all project documentation meets quality standards and government requirements
· Lead specific elements of the business case development with awareness of strategic context
· Manage stakeholder relationships and support our community engagement programme

To succeed in this role, you'll need:
· Experience of managing complex transformation or change projects
· Strong coordination skills with the ability to work across multiple teams
· Excellent communication abilities, both written and verbal
· Skills in risk assessment and mitigation planning
· Experience of developing business cases or similar strategic documentation
· Ability to analyse and present complex information clearly

· This is a fixed-term position for 12 months with the potential to extend or become permanent. The role offers:
· Salary in line with our Grade I pay scale (approximately £45,215 per annum)

About the Programme
The Local Government Reorganisation programme aims to create a Plymouth Growth Area that better reflects the economic geography of the region, increasing our population to over 300,000 and creating a more sustainable authority.
You will join a programme team working across multiple workstreams to develop a compelling proposal that meets government criteria by November 2025. Your project management expertise will be essential in coordinating this complex work and ensuring we submit a high-quality proposal.
