Full Job Description

This is an excellent opportunity to join the Highways Development Control team and to assist and support the delivery of new development affecting highway, ensuring that Worcestershire's highway network is safely maintained and additions to the network are constructed to the required standards. We are looking for someone with significant highways experience, ideally in a local authority setting. A strong customer focus is essential, and the successful candidate will need to be able to work quickly and efficiently to solve problems and communicate solutions to internal and external parties. This is a varied role which includes customer service and partnership working. The post holder will develop, promote and secure the County Council's objectives through the assessment of development highway proposals. They will provide impartial advice and support to developers and their consultants, local planning authorities (district councils) and other third parties to secure new development infrastructure and manage the implementation of such infrastructure through the technical and engineering assessment of developer design and construction submissions, secured by appropriate legal highway agreements. They will ensure that Worcestershire County Council meets its statutory obligations as the Highway and Local Transport Authority. What the postholder will deliver: WHAT WILL YOU DELIVER?

  • Highways Design Review & Adoption
  • Take a leading role in assessing and influencing highway layouts and improvements to ensure compliance with completed Section 278 and Section 38 agreements under the Highways Act 1980.
  • Stakeholder Engagement
  • Work collaboratively with developers, consultants, contractors, councillors, district councils and our internal teams to guide and influence outcomes, providing professional advice and assistance on adoptable highway standards, street lighting, highway drainage, and highway construction.
  • Technical Design Innovation
  • Be part of organisation that encourages innovation in highway infrastructure, applying new materials, technology, and construction techniques where appropriate.
  • Site Inspection
  • Supplement the inspection of on-site highway works, primarily done by our inspectors, and ensure compliance with approved drawings and specifications for both minor and major developments.
  • End-to-End Project Lifecycle
  • Manage the full lifecycle from submission validation, design checking to adoption, including site inspections, technical acceptance, certificates, as-built asset data capture, professional fees and commuted sum calculations.
  • Asset Management Integration
  • Ensure new and improved highway infrastructure is accurately captured for lifecycle planning and long-term asset maintenance.
  • Risk & Safety Assurance
  • Play a role in ensuring that all works affecting the public highway are implemented safely, considering the existing network conditions and public safety.
  • Legal Interface
  • Liaise with legal teams to support the drafting and completion of Section 278 and 38 legal agreements and any other statutory requirements.
