HMRC's Fraud Investigation Service is responsible for the department's civil and criminal Investigations. FIS ensures that HMRC has an effective approach to tackling the most serious evasion and fraud. FIS is home to a wide range of people with a variety of skills and professional backgrounds - including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational support teams. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.
FIS Professional Standards has a vital purpose, supporting all FIS business areas. We also certify HMRC's integrity during civil and criminal investigations; ensuring FIS meets both the highest professional standards and quality of work, overseeing internal quality reviews, and external inspections, and providing learning to support and promote our professionals in FIS throughout their careers. We also deliver a range of functions, within capability and change, business readiness, and corporate functions for everyone.
This is an exciting opportunity to be a Learning Design Developer in our Counter Fraud Academy (CFA) which sits in our FIS Professional Standards business area. The CFA is responsible for delivery of all Criminal Justice focused learning and collaborates with the Tax Customs and Compliance Academy (TCCA) for the delivery of Civil Investigation learning.
The Design Team's Learning Professionals and Design Developers are dedicated to modernising our FIS Learning Offer by using latest learning technology and innovative learning design in the development of bespoke learning products, programmes, and tools. The team works closely with Project Sponsors and their Subject Matter Experts (SME's) across the business to ensure staff receive the required standard of training to do their job effectively., + Take responsibility for development tasks through an end-to-end process for design commissions of new and old learning products.
+ Work with the team's Design Managers and stakeholders to understand business learning needs.
+ Collaborate with the team's Learning Designers to formulate design plans that consider key learning theories.
+ Engage with the team's Design Developers in creative collaboration sessions to structure story boards in line with design plans.
+ Develop innovative, intuitive, functional, and user-friendly learning solutions in a variety of media, using a range of current learning technology and Audio Visual (AV) equipment.
+ Maintain strong stakeholder relationships ensuring delivery of a quality service aligned to business priorities and within business timelines.
+ Continually review and evaluate own work throughout the design process, escalating identified risks and issues.
+ Contribute to the team's quality approach by undertaking peer reviews of design builds, evaluating the incorporation of HMRC inclusive learning standards, and effective use of learning theories and learning technologies.
+ Keep your digital and learning technology knowledge and skills up to date and influence continuous improvement within the team through engagement with the Digital Academy and learning technology forums.
+ Work with internal Counter Fraud Academy (CFA) partners to support blended learning development in wider projects.
+ Support the Design Manager, and the Management Team with their delivery responsibilities, deputising where required., + Separate 250-word statements on the following Behaviours: Changing and Improving (Lead Behaviour), Communicating and Influencing and Making Effective Decisions.

Sift
In the event of a large number of applications being received, an initial sift will be held on the personal statement. Where numerous applicants meet the essential criteria in their personal statement an initial sift will be held on the lead behaviour Changing and Improving.
At full sift all behaviour statements will be assessed, with the successful candidates being invited to interview.
We may also raise the score required at any stage of the process if we receive a high number of applications.
Interview
During the panel interview, you will be asked behaviour-based questions to explore in detail what you are capable of, and you will be asked strength-based questions to also explore what you enjoy and your motivations relevant to the job role.
Behaviours being assessed at Interview are Changing and Improving and Communicating and Influencing.
This is an example of a strengths-based question:
"It is often said that the customer's needs should come first. To what extent do you agree or disagree with this statement?"
There is no expectation or requirement for you to prepare for the strengths-based questions in advance of the interview, though you may find it helpful to spend some time reflecting on what you enjoy doing and what you do well.
You will be asked to deliver a 10 minute presentation to demonstrate your ability to think creatively and propose an innovative approach to the design of a learning product. This will be the last part of the interview and will be scored in addition to behaviour and strength questions.
Interviews will take place face to face at Manchester Regional Centre - Three New Bailey, Salford, M3 5FS. Sift and interview dates to be confirmed.

Essential Criteria:
+ Proficient in creating content using Microsoft 365 applications.

+ Previous experience evaluating learning content creation work.
+ Previous experience creating content using DominKnow One, Video editing tools such as Adobe Premiere Pro and Near-Life Creator software. If experience is not held, candidate will be prepared to undertake practitioner level development for creating content in these tools.
