Full Job Description

Thank you for considering the role of Chief Operating Officer for the UK Extended Producer Responsibility for Packaging (pEPR) Scheme Administrator, PackUK.
The successful applicant will be a senior leader at the heart of one of the most important and powerful environmental reforms of our time, shaping and leading an organisation that will make a direct contribution to the achievement of net zero by 2050 while boosting the economy.
pEPR is at the heart of the UK's transition to a circular economy. It places a legal obligation on packaging producers to may the full net costs of collecting and disposing of the packaging they place on the market. It will incentivise these businesses to reduce unnecessary packaging, adopt more recyclable alternatives and maximise packaging reuse and refill. It will provide much needed investment into the UK's collection and recycling infrastructure, supporting better services for householders across the UK. The pEPR scheme came into effect in January 2025, and its administrator (PackUK) is responsible for delivering the services and systems that underpin its operation.
The Chief Operating Officer will be responsible for the end-to-end operation of packaging data collection, invoicing, fee collection and local authority payment systems. The Chief Operating Officer must also lead PackUK's engagement with the regulators of the UK so the scheme operates fairly and robustly. The Chief Operating Officer must ensure that the systems and services of PackUK fulfil the organisation's legal obligations in a way that delivers value for money and minimises the burdens on businesses.
PackUK brings together talented individuals who are passionate about recycling and the environment. We are looking for a senior leader who can build and develop a high performing, collaborative and user-focused operations team. The applicant must be a strong leader; perform as a role model who inspires others across the function; has an established track record of senior leadership and proven ability to build and operate effective digital systems, customer support system and financial transactions. The candidate must have a clear dedication to the delivery of high-quality services. They must be capable of operating as a catalyst for change and service improvement across the wider packaging reform scheme., This is a permanent appointment for the long-term operation of the organisation. The Chief Operating Officer will report to the Chief Executive of the pEPR Scheme Administrator (SA) but work closely with senior leaders across the four UK nations.
You will be responsible for the areas of the SA that deal with finance and operations, providing robust leadership of teams specifically related to:
+ Project Management and Delivery
+ Digital Delivery and leading the iteration of the pEPR digital service
+ Maintaining a strong working relationship with Defra's Digital, Data and Technology Security (DDTS)
+ Finance including Fraud, Risk and Error
+ Service Ownership
+ Customer Support
+ Contract Management
+ Financial Services Supplier
+ Recyclability Assessment Methodology
The responsibilities will include:
Leadership: You will represent the UK pEPR externally and across a range of forums within the governments of the four UK nations. You will lead the operational teams and mobilise them to deliver the Administrator's functions and priorities. You will manage performance to ensure the highest standards of consistency so that delivery is reached and maintained; work together with stakeholders to reflect strategic priorities and direction, including increasing industry engagement, incorporating appropriate, international best practice.
Operations: You will lead the operation of the SA and ensure a smooth transition from introduction to an operational phase. You will ensure the Administrator's services are accessible, secure, performant, scalable, and sustainable, ensuring they are planned for continuous improvement. You will produce the SA's Annual Report and all other reporting documents. You will develop and utilize systems to monitor the progress and achievements of SA delivery and its desired environmental outcomes. You will ensure that customer feedback, complaints and appeals are dealt with in an appropriate, timely and transparent manner.
Service ownership: You will be accountable for the delivery, testing and quality of the pEPR end-to-end service. You will provide the connection between multidisciplinary business areas, delivery team and stakeholders, ensure the necessary business processes are developed and followed. You will participate in the governance of the service, including acting as a point of escalation for the delivery teams. You own the budget and allocate funding to areas of the service based on priorities. You will be responsible for communicating the benefits and performance of the EPR end to end service and be responsible for the successful operation and continuous improvement of the service
Structure: You will draw on and apply international best practice in EPR scheme administration using organisational functions and business operations to ensure that the SA develops best practice. You will establish a system of review and continuous improvement of the Administrator's functions and their operational processes. You will embed expertise and knowledge within the team from across the recycling and packaging sectors, including packaging producers and local authorities, and its governance structures. You will ensure that outsourcing and contracts are managed to guarantee delivery requirements and exhibit value for money.
Finance: You will be responsible for managing the estimated c£1.5 billion budget of the Administrator; ensuring there are robust methods in place for effective monitoring and control of auditing, financial planning, and forecasting; complete analyses to minimize risks of fraud and error; manage the Financial Services contract ensuring value for money, but maintaining a quality service, and alignment to financial best practice. You will ensure all financial and additional reporting requirements are met within set KPI's, initiate safeguarding for devolved governments and any other interested parties to allow full engagement and alignment.
Strategy: While led by PackUK's Chief Strategy Office, you will contribute to the development of the strategy for the UK pEPR scheme, working across the four UK nations and with organisations across the recycling and packaging sectors, to ensure that it can be applied in an equitable and robust manner. This should include packaging producers, local authorities and regulators across the UK. There are approximately 7,000 'obligated producers' expected to join the UK pEPR scheme and you must ensure that these stakeholders are provided with due consideration through regular engagement and effective involvement in the decision making and governance. This is part of how the scheme will achieve its goal of establishing an effective circular economy in the use of all packaging. You will develop and embed the strategic priorities of the SA to support the delivery of pEPR objectives and functions provided by the organisation in its underpinning legislation. You will be
supported by a senior leadership team and the wider SA team., A sift will be conducted against the key criteria above and will assess your experience. Applications will be assessed by the selection panel and shortlisted.

Desirable criteria
