Full Job Description
The role
You will be the lead responsible Director for the SIA's Martyn's Law regulatory work, raising the standards of preparedness and protective security across the UK. There is significant high profile and external interest in the policy and operational outcomes in this portfolio.
In the initial phases
You will be the lead Director and SRO for the SIA's Martyn's Law Delivery Programme. The purpose of the Programme is to mobilise and implement the SIA's plans preparing to take on additional Martyn's Law functions, commencing in 2027.
You will need to build the SIA's set up team and mobilise delivery. As SRO you will be accountable to the Chief Executive for meeting delivery outcomes to time. Your success will depend on your ability to plan and deliver change and build robust strategic partnerships internally and externally.
You will need to work very closely with the SIA's Chief Operating Officer to ensure efficient and effective working of the essential supporting corporate services. Although it is a separate regulatory regime, you will also need to work collegially with other Directors, in particular, the Director who leads the SIA inspection and enforcement work for private security regulation in relation to setting up proposed shared services for intelligence and triaging of incoming reports and concerns for both private security and Martyn's Law regulation., Work with the Chief Executive, Chair, Executive and Non-Executive Directors, to effective lead the SIA in delivery of its statutory responsibilities, Strategic Plan and transformation ambitions, leading to improved public protection and public trust and confidence in the SIA, and its regulatory work.
- As a member of Executive Directors Group, for day-to-day management of the SIA, including strategy, planning and effective deployment of resources.
- Working with other Executive Directors and the SIA wider senior leadership team, the timely and co-ordinated delivery of strategic and business plan objectives, meeting performance targets and ensuring the smooth interface between Martyn's Law functions and other operational and support areas.
Key responsibilities - Martyn's Law
- Provide strategic leadership and direction over the SIA's Martyn's Law operational regulatory work and teams delivering it, building trust, confidence and credibility.
- Work collaboratively with the Chief Executive, Chair, and Board to develop and evolve the SIA's strategic approach for taking on the functions of the Martyn's Law regulator, in line with SIA's requirements and Parliament's expectations.
- Lead the development and execution of business plan and operating model for Martyn's Law to deliver that strategy.
- Be Senior Responsible Officer (SRO) Director for the SIA's MLR Delivery Programme and implement the SIA's delivery plans for building and establishing its Martyn's Law regulator functions by 2027; accountable for the meeting the objectives and delivery outcomes, ensuring the strategic direction of the Programme remains aligned with strategic outcomes, agreed funding and staffing, timescales, and benefits in the blueprint and business case.
- Build, support and lead the SIA's setup shadow team to deliver what is required to successfully mobilise the Martyn's Law Regulator function, shaping culture and the regulatory environment, setting up new policies, processes, and systems; providing leadership and direction to the team during this period of significant and fast paced change and delivery expectations
- Build, recruit, engage and motivate the new permanent Martyn's Law team, championing and embedding a culture of inclusion, effective and efficient high performance, and regulatory excellence, providing strategic leadership and direction to the new Directorate once established.
- Ensure the proper management of resources for Martyn's Law work, with strategic leadership and sound financial and people management, including timely and accurate reporting on budgets and forecasting of spend.
- Build and develop key strategic partnerships internally and externally with partners that play a key role in Martyn's Law development and delivery, in particular ensuring effective stakeholder influence and engagement with SIA Board, Directors, Home Office, Devolved Authorities, NaCTSO, NPSA, local authorities and other statutory partners.
- Build and develop new external relationships and partnerships with premises owners and operators, event organisers, enforcement and other partners and stakeholders to support creation of the regulator, and their understanding of and compliance with Martyn's Law requirements.
- Work with Executive Directors and the SIA senior leadership to ensure smooth and effective provision of supporting services and the continued effective leadership and management of the SIA's existing private security duties, minimising the impact on the SIA's existing work, plans and workforce and ensuring delivery of private security regulation objectives are not unduly disrupted., This role has a minimum assignment duration of 10 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise.
