Full Job Description

The Infected Blood Compensation Authority (IBCA) seeks an outstanding, passionate Forecasting Data Scientist who can help build out the business intelligence capabilities of IBCA, driving better transparency and decision making in the interest of victims of infected blood.
The role provides the opportunity to shape IBCA's forecasting activity.
As a Forecasting Data Scientist, you will work in a team to deliver and iterate on forecasts and interactive forecasting tools to allow IBCA to get a better picture of the future. You will work alongside another Forecasting Data Scientist and the Forecasting and Predictive Analytics lead to deliver this work.
You'll build a close relationship with and understanding of IBCA business areas, in order to ensure that the forecasting outputs you contribute to meet their requirements.
We are looking for a highly motivated individual with a drive for social impact to join the advanced analytics and intelligence team in its early stages and hit the ground running, bringing forecasting and predictive analytics expertise to help IBCA understand a future that currently has a large degree of uncertainty.
You'll collaborate closely with others in your team, providing your technical expertise to deliver insight to IBCA on the future of the scheme.
Responsibilities
+ Contribute to the delivery of forecasts on IBCA Activity, including predictions of how many Claimants IBCA will have;
+ Disseminate Forecast Results to stakeholders and communicate when changes to forecasting methodology occur and how they affect projections;
+ Work with Internal and External Stakeholders to understand requirements for the forecasting and deliver to those requirements;
+ Technical leadership including developing robust forecasting models for IBCA, using appropriate technologies to meet requirements., This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Experience and Technical skills.

IBCA is responsible for delivering a compensation scheme that has been long awaited by the infected blood community to provide financial compensation to victims of infected blood on a UK-wide basis. It is critical to be able to understand the required size and shape of the challenge that IBCA faces, so that strategic decisions can be made to help better serve the community. The postholder will contribute to the production of forecasts for IBCA, predicting how many people IBCA will deliver compensation to, how much IBCA will pay out to victims, and how much it will cost to deliver that compensation. This is an area with a large degree of uncertainty.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years.
