Full Job Description

Our Design and Transformation service is a hub of innovation and improvement, driving strategic change across Surrey County Council. The team is structured into three key areas:

  • Design - focusing on service and business redesign
  • Transformation - delivering change programmes and projects
  • Data - enabling evidence-based decision-making
  • We work in a fast-paced, agile environment, collaborating across departments to deliver high-impact transformation initiatives. Our mission is to improve outcomes for residents, enhance efficiency, and embed a culture of continuous improvement. About the Role As a Transformation Manager, your role will be supporting the Senior Transformation Manager in a design/internal consultancy capacity with identifying the root causes of problems within the service and working to form and implement solutions to these issues. Through your consultancy work and approach, you will create outcomes that are owned by the service and fit for purpose. A key part of the role will be relationship building, influencing and negotiating. We're looking for strong influencers to develop and maintain strong and effective relationships across departments, programme teams, customers and key external partners. Our external partners include health, schools, police, District and Borough councils and the Voluntary and Community Sector. Whilst you will mainly be supporting the Senior Transformation Manager, there may the opportunity to lead on more focused projects within larger transformational programmes making this a great opportunity for someone looking for that next step in their careers. We are looking for motivated individuals who can bring their design and consultancy and transformation expertise in leading large scale and complex change for the Council., To apply, alongside your CV, you will be asked to answer the following questions: 1. Please provide an example of a design or transformation project you led in a consultancy capacity, detailing the challenges you faced, any strategies you used, and the measurable outcomes achieved. 2. Can you describe a time when you used data to support a change to a service? Please include the changes you proposed, the consultancy skills you used and the impact your changes had. 3. Can you give an example of a time you used your interpersonal skills to work with diverse stakeholders, tailoring your communication to meet their needs? What was the intended outcome, and did you achieve it?, Surrey County Council is preparing for Local Government Reorganisation which will allow us to implement the Government led policy of devolution, which is all about giving more powers to local areas. Currently, Surrey has a two-tier council system, with 11 district and borough councils and a county council, all responsible for different services. All these councils will be reorganised into a smaller number of new unitary councils which will come into effect in April 2027. At this point, this role will be transferred, with all existing terms and conditions intact into one of the new unitary councils. Join our dynamic team and shape the future of local government. Make a lasting impact with innovative solutions and improved services for our community. Help us build a brighter future for our residents! Please see more information here: Information for applicants on Local Government Reorganisation - Surrey County Council.

  • Numerical skills including but not limited to basic arithmetic and percentages, ratios and proportions and data interpretation
  • Experience of identifying, collating and using best practice and benchmarking complex data to improve services
  • An ability to analyse and present complex data to individuals and groups in a way that makes it relatable and delivers the intended impact
  • Good interpersonal skills and communication with an ability to tailor your delivery depending on stakeholders
