Full Job Description

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital. Headquarters Regional Command (HQ RC) is the Army's 2

  • HQ responsible for delivery of the Army's Firm Base; engagement with UK society; the cadet experience and enables UK Resilience Ops, in order to enable the Army to live, work and operate and seeks to improve the lived experience of our people and their families. Regional Command effects are delivered through Joint Military Command's (JMC's) that cover the whole of the UK.
  • The Engagement branch in HQ RC has a directing and coordinating function across the Command, with particular responsibility for supporting the achievement of Commander Strategic Joint Command's, strategic engagement objectives. Sitting within a diverse Whole-Force military and civilian team, this role leads on providing data-driven business insight. It directly supports the Branch head and functional leads for current operations and future planning in the engagement field (activity that connects us with UK society). This business intelligence is shared with colleagues across the Branch and in the higher, peer and lower headquarters across the UK. This role is essential to our success in sustaining the workforce. This position is advertised at 37 hours per week., The Engagement (Data) Higher Executive Officer (HEO) will be the subject matter authority responsible for running the Branch's digital information systems. Whilst you will join with a core level of data and systems expertise, we welcome anyone who has the desire to develop and acquire new skills and experience. We will use your expertise to better understand the impact of our engagement and outreach activity on our diverse audiences. The work is important as these insights are used to gather, collate, interpret and disseminate information. From this we draw measures of activity, performance and effect of the Army's activity in the varied communities of the UK. These include (but are not limited to) those based on business, faith, norms, gender and geography. Your main responsibilities will include - + Develop our digital information systems to support the processes for planning, delivery and assessment of UK Engagement and supporting activities, delivered nationally through the Regional Command (RC) Engagement team project officers and regionally/locally through the brigade and Area HQs with JMCs responsibility + Planning (including: Target Audience analysis; working with SO1 Communications to support Context, Objectives, Audience, Strategy, Implementation, Scoring (COASIS) planning and social media analytics; UK Engagement planning; statement of requirement drafting and asset and resource bidding; Subject Matter Expert advice to point briefs, Business Cases and other staff papers) + Manage the utilisation and support the maintenance and currency of the information management systems such as Understanding Civil Engagement; Client Relationship Management; ArmyLink; WebApp and relationships with the external suppliers + Plan and support preparation to the data element of the Annual Budgeting Cycle (ABC) submissions and screening process for RC Engagement team and JMCs. + Work collaboratively with UK Engagement and Military-Civil Integration teams in the JMC HQs and London District (LONDIST) and other actors in the UK Engagement / Recruiting space, such as Recruiting Group (RG) and Army in Education (AiE) + Support Branch input to and data extrapolation from the Army and Army Engagement Webpages + Support other UK Engagement related staff work as required + Remain up to date with new and emerging software, apps and technologies with support from the Engagement branch, We'll assess you against these behaviours during the selection process: + Changing and Improving + Communicating and Influencing + Delivering at Pace + Making Effective Decisions We only ask for evidence of these behaviours on your application form: + Communicating and Influencing, When choosing your Behaviour examples, please make sure you use real life scenarios that relate to your own experiences.
