Full Job Description
This is an exciting opportunity for a CCTV Evidence Officer within the Kent and Essex Serious Crime Directorate's Digital Forensics CCTV Unit at Headquarters, Chelmsford, Essex. Analysis of digital CCTV now forms part of many criminal investigations and has contributed to the detection of several recent high-profile cases. The role involves supporting police investigators with the viewing, recovery, and subsequent processing of recorded video footage (from CCTV systems, Body Worn Video and mobile phones for example), paying particular attention to the rules of evidence, and ensuring that the final product is suitable for viewing by the CPS, defence teams and for presentation in court. Occasionally it may be necessary to present evidence in court.
The CCTV Evidence Officer will need at least 1-2 years- relevant experience within the field of CCTV in order to have obtained the required level of technical skills and practical knowledge. This should be sufficient for the post holder to competently undertake basic editing and decoding, but further specialist training will be required. The post-holder must have an aptitude for identifying and resolving faults and be able to use their initiative to self-task and select the most appropriate course of action. This is a specialist technical role requiring a level of practical skill and knowledge obtained through practical related experience. The possession of specialist vocational skills is more important than a particular academic qualification, although an ONC, HNC level or City & Guilds qualification in electronics is desirable. The post holder must have previous experience in the use of computer applications supporting video enhancement, editing and copying, together with the ability to learn and develop new systems. Well-developed IT skills are essential, with specific experience and knowledge of video editing software and video trans-coding methods. Knowledge of legislation, policies and procedures relevant to the production and handling of evidence, including the Human Rights Act, Data Protection and the Police and Criminal Evidence Act and evidential rules is essential. Once in post, specific training is necessary in video enhancement and digital retrieval by the NPIA and forensic software suppliers. Much of the work undertaken by the team is highly sensitive, sometimes distressing, and so a high level of security vetting is therefore essential. Whilst carrying out this work you may be called upon to visit premises owned by third parties (often with an investigator). Therefore, in addition to the required technical attributes, you will also need to be a highly motivated team player with good interpersonal skills with the ability to communicate effectively verbally and in writing with all ranks and grades of staff, the public, a range of companies and security personnel. You must be organised and precise in your work and have a high level of self-motivation to work with the minimum of supervision. Within your reason for application please provide evidence and experience of the following areas:
- Collection, preservation and analysis of video evidence from CCTV systems.
- Good interpersonal skills with the ability to communicate effectively verbally and in writing
- Emotional resilience due to the nature of case content and imagery encountered
- 1-2 years- relevant experience within the field of CCTV in order to have obtained the required level of technical skills and practical knowledge.
- It is desirable that the applicant has an understanding of ISO17025. In this role you will be dealing with highly sensitive and potentially distressing case content and imagery for which you will require emotional resilience.
