Full Job Description

Do you have experience of working in the FE Sector? Do you have experience in curriculum design or co-ordination? Do you have the skills to support, challenge and advocate whilst maintaining partnerships? Do you want to be part of a team that delivers innovative and exciting adult education opportunities to over 7,000 adults each year? Are you driven by positive learner outcomes and continuous improvement? If so, the Adult Skills & Family Learning Team, Economic Development, have an exciting opportunity which could be perfect for you. About the role As a Project Officer (Community Learning) your role is to manage and support a caseload of subcontracted training providers across Greater Lincolnshire who deliver courses on LCC's Adult Skills Fund Budget You will play an integral part in ensuring the successful delivery of learning programmes through a managed network of 35 training providers to deliver over 6,000 training places to adults each year. You will support the planning, commissioning and performance monitoring of a wide range of adult learning programmes in response to identified priorities and requirements across this wide geographical area. Information on the sub-contracted training providers we work with and the programmes we offer can be found on the 2aspire website: Hybrid working is a feature of this role. The successful applicant will be required to attend the office alongside the rest of the team at least once a week (usually a Thursday) . On occasion additional days may be required. The remainder of your time will be spent hybrid working and traveling across the county visiting our subcontracted providers within their local settings. The Council can offer an element of flexibility within working patterns to accommodate a strong work-life balance.

On an individual basis you will actively contribute to our ambition of delivering high quality learning provision to adults across Greater Lincolnshire. You will work autonomously, be responsible for making informed decisions, developing and maintaining strong partnership relationships, and supporting sub-contracted training providers to meet targets and quality measures. Your expertise in Further Education and Skills, contract management and exceptional interpersonal skills will be crucial in building effective relationships and addressing areas of concern proactively. Join us and contribute to our mission of delivering outstanding learning opportunities to adults across Greater Lincolnshire. Ideally you will be:

  • Educated to NVQ Level 4 or equivalent OR with suitable industry experience.
  • Have a minimum of Level 3 Adult Teaching Qualification (PTLLS or equivalent) or willingness to obtain
  • Experienced in curriculum design and delivery in a post-16 or adult community setting
  • Experienced in contributing to quality assurance processes including learning observations or be willing to develop the necessary skills
  • Have demonstrable experience in partnership working, managing business relationships or contract management
  • Have suitable ICT skills (Microsoft Office)
  • We cover the whole of Greater Lincolnshire which encompasses North and North East Lincolnshire and therefore you will need a full driving licence and access to a vehicle. About the team You will be joining a large, friendly, and supportive team that will champion you in your role. We are an established team with a wealth of knowledge, skills, and experience, eager to welcome a new member to our mission of supporting adult skills across the county. Overall, if you have relevant experience or knowledge of working in Post 16 or Adult Education in curriculum and contract management, with an understanding of local and national drivers and influences on adult learning, we would like to hear from you., In accordance with Part 7 of the Immigration Act 2016 (Fluency Duty), the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.

On occasion we receive significantly more applications than expected for some vacancies and under such circumstances we reserve the right to bring forward the closing date of the advertisement. We therefore strongly advise you to apply for the role promptly to avoid disappointment should the closing date be brought forward. We operate a talent pool scheme whereby candidates who are not successful on this occasion may be considered for a period of up to 3 months for equal positions. Lincolnshire County Council is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and expects all staff and volunteers to share this commitment. A Smarter Working Employer We have embraced new ways of working and hybrid working will be a feature of this role. You will be given a nominated contractual work base and you will be required to commute to this work base when necessary. Working arrangements regarding hybrid working will be discussed as part of the appointment process. Our technology platform and equipment is very good enabling you to connect and collaborate remotely. We require that you have in place good connectivity, and we will discuss during the recruitment process if support with this is needed.

Along with a competitive salary we are offering:
  • "Green book" Local Government terms and conditions
  • Access to Local Government Pension scheme (contribution rate of approx. 24%)
  • Comprehensive benefits package including salary sacrifice for cars, cycles, plus excellent discount schemes
  • 37 hour working week (as full time) including flexible and hybrid working
  • A generous leave entitlement with a minimum of 25 days plus bank holidays and the option to buy more
  • Free financial wellbeing advice
