Full Job Description
This starting salary for this role is £79,260 per annum, based on a 36-hour working week. This role is offered as a 24 month fixed-term contract or secondment opportunity until May 2027. We offer hybrid working with an expectation that at least two days per week will be spent in locations across Surrey. Your contractual base will be Woking but you must be both willing and able to travel for meetings when required. Rewards and Benefits:

Surrey is in the first wave of local government reorganisation, meaning that we are developing proposals for Local Government Reorganisation and Devolution (D&LGR), with options to split Surrey into two or three unitary councils following reorganisation. This is an important step in government's timeline, working towards elections in May 2026, and new local authority structures implemented in 2027. There is much to do, and this role will play a lead work across Children, Families & Lifelong Learning to develop and evaluate options, plan and support the implementation of D&LGR. This role will work alongside key stakeholders across CFLL, the wider organisation and its partners, managing the activity required for CFLL in preparation to deliver LGR whilst working collaboratively with service leads and staff to define what new children's services department(s) would look like on Vesting Day in 2027. The role will act as the primary conduit between Children, Families & Lifelong Learning and the organisation-wide D& LGR delivery structure to develop the organisational approach and lead and oversee the production of engagement and consultation documentation and processes to ensure effective input and feedback from CFLL into the wider LGR programme. You will engage with local authorities who have been through LGR to capture lessons learned experiences to shape an evidence based, best practice approach for Surrey's children's services department and the children, young people, families and learners who are supported by our services. Having agreed a definition with the Children's Leadership team of safe and legal services, this role will work alongside services to oversee, evaluate and articulate future operating model options for children's services department(s), developing cost models, service level agreements and governance arrangements for any services to be delivered across more than one children's services department. This role will be responsible for development, maintenance and management of programme artefacts including risk registers, programme plans and dependency management plans, and the establishment and operation of effective departmental governance arrangements. You will be a key part of the wider D&LGR delivery structure, ensuring interdependencies are managed effectively, and consistent and standardised approaches are in place. They will oversee, lead and manage the resource allocated to support D&LGR across the directorate to ensure work is planned, resourced, and delivered in a timely way and any risks associated with the transition for the workforce or the recipients of our services, are articulated, mitigated and managed effectively., Surrey County Council is preparing for Local Government Reorganisation which will allow us to implement the Government led policy of devolution, which is all about giving more powers to local areas. Currently, Surrey has a two-tier council system, with 11 district and borough councils and a county council, all responsible for different services. All these councils will be reorganised into a smaller number of new unitary councils which will come into effect in April 2027. At this point, this role will be transferred, with all existing terms and conditions intact into one of the new unitary councils.
- A thorough working knowledge and understanding of the key interfaces and dependencies that a Children's Services Department has on other services within a local authority- with a proven ability to build understanding and work closely with services to deliver effective solutions and manage dependencies effectively.
- Substantial programme management expertise and experience- managing complex programmes of work across both internal and external stakeholders, delivering required outcomes within agreed timescales.
- Evaluation and business case development skills- to objectivity appraise and evaluate different service models, including an understanding of service costs and the factors that can influence service costs.
- Substantial experience writing and presenting reports to senior stakeholders- including Councillors and Committees, with an ability to distil complex information into concise detail to aid decision making.
- Excellent analytical abilities- to apply evaluative judgement and provide practical and creative solutions.
- Highly developed written and verbal communication skills- with the ability to influence and engage high level internal and external stakeholders effectively.
