Waste Commissioning Lead Officer - Infrastructure

Waste is changing. The way we collect, move, treat and dispose of waste is changing too, and that means we need the right infrastructure to support it., As Waste Commissioning Lead Officer - Infrastructure, you will lead the delivery of major waste infrastructure projects and programmes from concept through to commissioning and operational handover. Working with colleagues across waste operations, engineering, procurement, finance, planning, legal and environmental services, as well as external consultants and contractors, you will coordinate multidisciplinary teams to ensure projects are delivered safely, efficiently and provide long-term value. You will oversee all stages of the project lifecycle, including business case development, design, procurement, construction, commissioning and handover, ensuring infrastructure is designed around the practical needs of waste operations. This includes considering operational requirements, health and safety, environmental compliance, service continuity, capacity planning and whole-life costs. While you won't be expected to be the technical expert in every discipline, you will be confident bringing together specialist knowledge, challenging assumptions, managing risks and driving effective decision-making to deliver successful outcomes. As an 'any-desk' worker, you'll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements., Working arrangements: Office working two days per week across sites. Could be required to work at our Operational Waste Transfer Station in High Wycombe at times. Flexible working remainder of time., Our Communities directorate works across the county to deliver a number of the key customer-facing services that our residents, businesses and visitors rely on every day. This directorate includes a wide range of services, including:

• collecting and disposing of waste and recycling
• maintaining our roads and Rights of Way network and parking
• ensuring the delivery of school transport, and supporting sustainable travel including public bus services and School Crossing Patrollers
• managing Country Parks
• leisure facilities, museums, theatres and libraries, as well as developing our Cultural Strategy
• Licensing, Environmental Health and Trading Standards
• Cemeteries and Crematoria

We are looking for someone who has genuine experience of delivering complex projects, ideally within infrastructure, construction, environmental services, utilities or another similarly complex environment. You will understand that successful project delivery isn't just about producing a programme and reporting against it. It's about understanding what needs to be achieved, getting the right people around the table, identifying problems early, making decisions and keeping everyone focused on the outcome. You will have experience of taking projects from early concept through to delivery and ideally into operational use.

We are looking for an experienced Waste Commissioning Lead Officer - Infrastructure to help us deliver that change. This is a great opportunity for someone who enjoys taking a complex project and turning it into something real. You could be developing a new waste facility, improving an existing site, procuring a major construction contract, working through a challenging design or managing a contractor through construction. You will be involved from the early stages of a project through to completion, commissioning and handover into day-to-day operation. You will bring together waste knowledge, project management, construction, commercial and contract management, working with a wide range of specialists to make sure our infrastructure works not just on paper, but in the real world. A waste facility needs to work for the people operating it every day. It needs to accommodate the right waste flows and vehicle movements, be safe and practical to operate, meet planning and environmental requirements, manage risks such as fire, noise and odour, and provide resilience when the service is under pressure.
