This role sits within the Local Government Reorganisation (LGR) Programme, focusing on delivery of the Tech Fundamentals workstream, a critical set of projects that will ensure services can operate safely and effectively from Vesting Day. As Technical Delivery Programme Manager, you will coordinate a portfolio of interdependent technical projects, ensuring they are aligned, well-managed and delivered on time to support Day One readiness. Working closely with Programme Managers, Workstream Leads and technical specialists across Surrey County Council and District and Borough councils, you'll bring structure, oversight and momentum to a complex delivery environment. Your key responsibilities as a Technical Delivery Programme Manager will include:
- Leading the planning and delivery of the Tech Fundamentals workstream, coordinating multiple interdependent projects
- Maintaining integrated plans, managing dependencies, priorities and milestones across the workstream
- Applying robust programme management disciplines, including governance, risk, issue and dependency management
- Working closely with technical specialists to understand and coordinate delivery requirements, ensuring alignment across the wider programme
- Collaborating effectively across multiple organisations and workstreams to support joined-up delivery
- Providing clear, concise reporting on progress, risks, issues and decisions required
- Identifying and escalating risks that could impact Vesting Day readiness, ensuring safe and compliant service delivery
- Supporting assurance and continuous improvement, including lessons learned
- Ensuring delivery within agreed budgets Success in this role will be reflected in the delivery of strong, reliable technical foundations that are in place and fully operational in time for Vesting Day. You will bring clarity and control to a complex delivery environment, maintaining a clear view of plans, risks and dependencies while ensuring progress stays on track. Through effective coordination across technical teams and programme workstreams, you'll enable joined-up delivery and remove barriers to progress. Just as importantly, you'll provide clear, high-quality reporting that gives senior stakeholders confidence in delivery, ultimately ensuring services can launch safely, seamlessly and in full compliance from Day One., 1. Can you describe a complex programme or workstream you have delivered that involved multiple interdependencies? 2. Tell us about how you have applied programme management disciplines to ensure successful delivery in a challenging environment. 3. This role requires close working with technical specialists without necessarily being a deep technical expert. Can you provide an example of how you have worked with technical teams to coordinate delivery and ensure requirements were clearly understood and met? 4. Describe a time when you worked across multiple organisations or functions to deliver a shared outcome. Please explain how you built relationships, managed differing priorities, and how you communicated progress, risks and key decisions to stakeholders. 5. Please can you describe your experience managing supplier contracts, including how you've overseen performance, ensured compliance, and handled any issues or renegotiations?
- Proven experience delivering complex programmes or workstreams with multiple dependencies
- Strong programme management capability, including planning, governance and risk management
- Ability to work effectively with technical specialists, with sufficient understanding of delivery-level technical concepts to coordinate activity
- Experience working across organisational and functional boundaries, building effective relationships with a range of stakeholders
- Strong written and verbal communication skills, including producing clear and insightful programme reporting
This role has a starting salary of £63,823 per annum, based on a 36 hour working week. This is a fixed-term contract until 31.03.2027. We are excited to be hiring a new Technical Delivery Programme Manager to join our fantastic Tech Fundamentals Team based at Woodhatch Place in Reigate. This role is open to hybrid working and as a team we split our time between collaborating with colleagues in the office and working from home.
