You can read about them on our Why work for us pages., This fixed-term role (12 months) will focus on delivering and supporting a wide range of system and process improvements as part of the Council's Corporate Systems Improvement (CSI) Programme. These improvements span HR, Payroll and Finance, and play a key role in improving how our corporate systems operate, integrate and support services across Brighton & Hove City Council. The Corporate Systems Improvement (CSI) Programme is a multi-year, council-wide transformation programme. It goes beyond technology alone, focusing on improving systems, processes, data, governance and ways of working, to deliver more efficient, reliable and user-friendly corporate services. This is an exciting time to join the HR Systems Team. We have recently implemented a new recruitment module that supports fairer and more inclusive recruitment, delivers efficiencies for users, and improves the quality of recruitment data. We have also begun work to introduce new tools to improve accessibility, reporting and data insight across our systems. Further detail is provided below and in the attached job description. Job Introduction The HR Systems Team is a small, specialist group of problem-solvers and report writers responsible for the day-to-day running of the Council's HR and Payroll system (iTrent). The team provides customer support, investigates and resolves system issues, liaises with software suppliers, and ensures effective system housekeeping and data quality. Alongside business-as-usual support, the team plays a significant role in delivering system improvements and change, including:
- Testing and implementing system upgrades
- Creating and maintaining system configuration and builds
- Improving business processes
- Supporting system integrations and new system implementations The team also delivers a wide range of regular and statutory reports, supporting operational delivery, governance and compliance., As Senior Technical Delivery Officer, you will:
- Lead and contribute to the delivery of a wide range of system improvements, using appropriate project and change management approaches to plan, manage and implement changes
- Test system changes, manage system defects, and log, track and resolve support issues with software suppliers
- Keep up to date with system developments and assess their suitability for introduction where they improve efficiency across HR, Payroll and Recruitment processes
- Design, develop and maintain reports for a wide range of purposes, including recruitment data, payroll vetting, statutory returns, and ad-hoc customer requests (e.g. market supplement reporting)
- Provide technical, configuration and analytical support across HR systems as required
- Support and help build system interfaces to ensure accurate and effective data transfer between systems, Our city is known and loved for its diversity. Are you confident working with complex systems and able to collaborate with a wide range of customers and software suppliers? Are you an experienced problem-solver who enjoys improving processes and delivering change? Do you have experience working with HR, Payroll or Recruitment systems and data? Are you skilled in producing high-quality reports and insight to support decision-making? If so, you may be interested in our Senior Technical Delivery Officer vacancy within the HR Systems Team., You will be someone who: - Has previous experience working with HR and/or Payroll systems and associated databases
- Has an awareness of HR and Payroll legislation, data protection and information governance
- Has experience working with external software providers and suppliers
- Has experience of report writing and working with data, including collecting, extracting, analysing and interrogating information
- Has excellent customer service skills, with the ability to communicate clearly and effectively with staff, managers and suppliers at all levels, in an inclusive and accessible way
- Is able to plan, manage and prioritise their own workload, and work collaboratively as part of a multi-disciplinary delivery team
Your starting salary will be pro rata if the above position is less than 37 hours or term-time only. Team and service working arrangements are designed to support both employee work life balance and team collaboration. These would be part of your individual working arrangements alongside any personal preference agreed with your manager in advance of joining. Your contractual location will be the designated council office for your team and travel to and from your contractual location would be at your own expense.
