Full Job Description
Lincolnshire has an excellent opportunity in Children's Services for an experienced Team Manager to be part of a new and exciting team within the Inclusion Service. The successful candidate will be responsible for leading and managing the delivery of the SEND Reform Programme, as part of the wider national SEND reforms. Providing senior leadership and oversight, the postholder will have responsibility for driving forward Lincolnshire's SEND reform plans, ensuring strong alignment between statutory SEND functions, inclusion priorities, and wider system SEND reform transformation. The postholder will lead the SEND Reform Transformation Team, working in partnership across the local area with a wide and diverse range of stakeholders to strengthen the quality and effectiveness of early intervention, and support for children and young people with SEND. The postholder will have responsibility for the overall direction, delivery, management of risk and performance of the services ensuring all statutory and performance requirements are met. The successful candidate will also be required to lead on specific areas of development and improvement within the Inclusion arena and SEND reforms, working closely with the Head of Service, schools, Social Care, the Integrated Care Board, Lincolnshire Parent Carer Forum, and children and young people. The position will be working across the whole of Lincolnshire and therefore the ability to drive is essential.
- A Children's Service qualification at graduate/post graduate level such as a teaching qualification/social care qualification/health qualification.
- Extensive post-qualification experience in a relevant children's education, health or social care setting with specialist and high level professional knowledge and skills in children's services and communicating with service users and service partners
- Significant experience of working with children, young people and families with complex needs.
- Excellent interpersonal skills and the ability to collaborate, persuade, negotiate and influence at a senior level and with partners and stakeholders.
- An extensive knowledge of relevant legislation, statutory duties and Local Authority procedures relating to SEND and inclusion.
- Experience of leading, co-ordinating and implementing a range of policy developments and initiatives at a senior level.
- Excellent presentations skills.
- Effective Budget and Financial planning skills., In accordance with Part 7 of the Immigration Act 2016 (Fluency Duty), the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
