Full Job Description

Anglia route is looking for a Station Portfolio Surveyor based in London Stratford Place. The successful candidate will provide a professional property service in the commercial estate management of a franchised station's portfolio. Expertly lead internal and external customer and other partner relationships for complex contractual, statutory and regulatory issues and act as the first point of contact on Property matters relating to the franchised estate for all customers and partners. About the role (External) You'll be responsible for: · Deliver a range of professional property services for both internal and external partners in respect to the franchised estate taking care of: acquisition, compensation claims, leases, surrenders, under lettings, and temporary use of land for operational purposes. Be adaptable and maintain effective liaison with customers and partners, building and developing working relationships. · Direct and handle projects and programmes in respect to Regulatory processes and timescales. Manage the portfolio to maximum efficiency, delivering business objectives in terms of cost savings, income generation and asset management. Handle credit control and costs, including abatement or other claims. · Develop, maintain and lead effective working relationships with colleagues, customers and partners to enable efficient and effective delivery and the provision of excellence in customer service. · Instruct and manage relationships with industry partners, including solicitors, to deliver optimum value of commercial developments and agreements. Facilitate and support major estate management initiatives, Route Utilisation Strategies, coordinating with other Network Rail specialist teams and partners, including franchise replacement, lease renewal, and improvement programmes. · Govern the Access Contracts, providing the Route with regulatory and technical mentorship in relation to the franchised property. Represent Network Operations in Local Delivery Groups (LDG) for each Train Operating Company (TOC). · Identify and implement changes required to support delivery of the relevant Regulatory overall strategy. Liaise with customers and partners so that agreed outputs from respective scheme related business plans are developed to identify where work efficiencies can be achieved by working together and delivering standard process. · Implement Network operations solutions in support of delivery of a safe working environment and a safe rail system and make sustainability a key element of all activities being delivered. · Innovate the process so that all TOC billing in relation to the portfolio is identified and gathered on Horizon. See opportunities for growing the property rent across the portfolio. Identify and investigate opportunities for cost savings, income generation and capital growth and minimise claims received under the Access Conditions. · Identify and share areas of best practice throughout the team and across the Routes, promoting and supporting continuous improvement activities. · Provide solutions to problems and issues relating to the interpretation and application of the roles and responsibilities of both Network Rail and TOCs under the Access Conditions. Be accountable for checking that all property transactions affecting the franchised estate are accurately detailed in a timely manner and no claims relating to breach of Licence Conditions are raised. · Provide consistent and professional advice in determining the most effective approach to project property requirements where affecting the franchised estate such as station change, minor modification, full closure and financial claims under co-operation agreements.
