Full Job Description

Duties will include:

To plan and undertake investigations into allegations of commercial fraud and systemic abuse of any legislation administrated by the Shared Service.
To attend court and obtain entry warrants, covert surveillance authorisations, etc. and be responsible for the execution of those judicial approvals as part of an investigation
Collection, retention and recording of evidence relating to any investigations in accordance with current legislation and statutory Codes of Practice.
Conduct interviews of suspects and witnesses using appropriate technology in accordance with current legislation and statutory Codes of Practice.

To contribute to the intelligence system of working to ensure priorities set are intelligence-led and driven.
Develop best practice and provide technical and legal expertise for colleagues and team members, undertaking on-going analysis of processes and procedures to ensure compliance with the Services' statutory and non-statutory obligations, Consideration will be given to a secondment arrangement provided permission has been obtained from the candidate's existing line manager.

A strong track record of achievement in investigating significant breaches of Regulatory legislation
Experience in the use of relevant legislation and a comprehensive understanding of the range of powers available to local authorities to resolve complex issues.
Experience in preparation of prosecution cases and control of evidence.
Financial investigation accreditation is highly desirable.
An understanding of a range of relevant policy and operational issues such as PACE, RIPA and CPIA, including a clear understanding of the legal process
The ability to handle competing priorities and a challenging workload
Highly developed communication and networking skills
A Professional qualification or a Degree in one of the key service disciplines.
Demonstrable vocational experience and evidence of continuing professional development, particularly in the areas of criminal investigation
Strong personal commitment to the delivery of first class services.
The ability to drive / travel throughout, Bridgend / Cardiff / Vale or between locations if appropriate.

The Shared Regulatory Service (SRS) is a partnership between Bridgend Council, Cardiff Council and the Vale of Glamorgan Council to deliver the Environmental Health, Trading Standards and Licensing functions.

This is a varied and challenging role working in our Major Investigations and Safeguarding Team. The successful candidate will undertake investigation into significant breaches of trading standards/ environmental health and licensing legislation, including complex consumer fraud cases.

You will employ a wide range of investigatory skills seeing a case through from initial evidence gathering to the conclusion of court proceedings. We would encourage candidates with an accredited financial investigation background or those training towards accreditation to apply for this role.
