Solutions Developer

The Solutions Developer role will provide professional applications support, integrations and digital development across council products with the outcome of ensuring that our corporate digital solutions meet the resource and business needs of the changing organisation., The Solutions Developer role will make a positive difference to the Council's Strategies by ensuring we have an effective ICT and cyber security offer, which facilitates all aspects of Council business. The role will provide critical support in areas relating to: ICT platforms for service delivery, business continuity, data and cyber security, tools for innovation, SME contribution and achieving value for money., Work with the Digital Services Manager and colleagues to:

- Contribute to the development, procurement, design and cataloguing of the council's digital evolution by engaging with stakeholders, maintaining and developing solutions to create efficient business processes and value for money.

- Facilitate and champion digital-orientated discussions and presentations at all levels of the organisation to drive improvement, encourage ownership and delivery by council service areas.

- Contribute to the effective delivery and co-ordination of the ICT Infrastructure and Security contract through the following activities:

1. Management of software development plans in conjunction with other partners and suppliers.

2. Development and maintenance of documented tools and standards for software development, including the application of appropriate change control.

3. Proactive liaison and support to service users, members and partners to promote the development of a valued ICT service.

4. Act as an interface between the business and the ICT service provider to ensure day-to-day ICT service provision is of a high standard, fitting with the needs of the Council.

- Co-ordinate other 3rd party arrangements for ICT services to assist the Council in its continuing approach to IT delivery as necessary.

- Supporting the technological requirements to enact collaborative local government working.

- Being a technological representative of the team in special project work and meetings, providing design and functional advice to help shape discussion, outcomes, implementation and adoption.

- Shaping the council's IT processes and implementing industry best practice.

- Help the council provide its core services through technological innovation., Havant Borough Council is a Category 1 Responder under the Civil Contingencies Act 2004. All employees of the Authority will be expected to support any necessary actions required during an emergency response.

Are you a seasoned Solutions Developer with a proven track record of success in application support and digital development?

We are seeking an ICT solutions expert to join our in-house Digital Services Team, building out a robust BAU, contract and special projects unit. If you have the necessary skills and are interested in helping the Council deliver technological transformation in the public sector and across our core operational service, we want to hear from you!, Degree in Computer Science or equivalent experience working in the fields of computer science.

- The ability to learn and adopt new technologies and processes quickly.

- Competency and confidence with operating and administering Windows 11 and windows server environments.

- Use of SaaS and cloud infrastructure.

- Knowledge of data management disciplines - Data Architecture, Data Quality, Data Governance, Metadata management.

- SQL Server support skills (patching/perform basic queries etc).

- SQL scripting skills - SQLite to create/manage data extracts.

- Scripting in Python, Windows Batch, SFTP management (using WinSCP), VBScript etc.

- Excellent MS Excel and Access competency required, including reliable familiarity with core MS office products.

- Familiarity with M365 suite, including Power Automate.

- Knowledge of ICT Change Management processes, 3rd party application testing, patching upgrading, security and backup/recovery strategies.

- General application support skills e.g. licensing tools, application migration, file and data conversion, extracts etc.

- Experience of ICT service management including 3rd party liaison, contracts, goods and services procurement.

- Creation of user and administrative documentation to support various applications as required.

- Core networking skills including network printing, firewall requests/changes etc.

- Business analysis to inform ICT developments and trends.

- Familiarity with MS Copilot and an understanding of its use in innovation and in the context of UK Data Protection legislation.
