The Senior Procurement Manager - Professional Services & Excellence is a senior leadership role within the Procurement function, responsible for supporting the senior Procurement leadership team to deliver a modern, high-performing and strategically focused procurement service across the Group. The role provides operational leadership for procurement activity, ensuring that commercial decisions are compliant, deliver value for money and support organisational priorities in line with the Procurement Act 2023, the National Procurement Policy Statement and the Procurement & Commercial Strategy 2026-2030. Leading procurement activity across Professional Services and corporate programmes, you will oversee complex procurement exercises, support major projects and embed best practice across the full commercial lifecycle. You will be responsible for driving procurement excellence through the development of consistent standards, improved processes, performance reporting and effective governance arrangements. A key aspect of the role is leadership of several specialist functions, including Procurement Business Partners, the Social Value team and the Contract Management Centre of Excellence. You will ensure procurement, social value and contract management principles are consistently applied across the organisation, while championing innovation, digital tools, AI-enabled insights, supplier engagement and continuous improvement. Working closely with senior stakeholders, suppliers, auditors and government bodies, you will provide expert procurement advice, lead market engagement activities, strengthen contract performance arrangements and provide assurance to governance forums, ensuring procurement remains a strategic enabler of organisational success and regional growth ambitions, As proud supporters of the Armed Forces Covenant, we are committed to supporting veterans find and secure employment opportunities. We are seeking an experienced procurement and commercial professional with a proven track record of leading complex procurement programmes and delivering strategic procurement outcomes within a regulated environment. You will possess extensive knowledge of public sector procurement legislation, including the Procurement Act 2023, and have a strong understanding of governance, compliance, contract management and value-for-money principles. The successful candidate will demonstrate strong leadership and people management skills, with experience of developing and motivating teams, managing performance and driving continuous improvement across procurement operations. You will be comfortable providing expert advice to senior leaders, influencing decision-making and building effective relationships with a wide range of internal and external stakeholders. You will have excellent commercial awareness and experience of supplier engagement, market management, procurement strategy development and performance reporting. The ability to interpret complex information, identify risks and opportunities, and implement practical solutions that improve procurement maturity and organisational outcomes is essential. The role requires strong communication, influencing and stakeholder management skills, coupled with the ability to lead change, champion innovation and embed best practice across procurement, social value and contract management activities. Experience of managing procurement systems, data analysis, reporting frameworks and assurance processes would be highly advantageous. Professional procurement qualifications, such as MCIPS (or equivalent), and significant experience in a senior procurement, commercial or category management role are expected for this position, Leadership & Direction - Communication & Influence - Experience & Technical - Responsibility & Accountability
