  • Strong understanding of organisational culture, behaviours and change.
  • Expertise in equality, diversity, inclusion and fairness.
  • Experience of working with communities and public services, including in contexts characterised by trauma and a loss of public trust.

The Royal Borough of Kensington and Chelsea is seeking an independent person or organisation to lead a review of the Council's culture and behaviours.
  • This review is a key commitment made in response to the Grenfell Tower Inquiry Phase 2 Report and is an opportunity to help shape the next chapter of the Council's relationship with residents, communities and staff. The work will provide an independent, evidence-based assessment of the Council's current culture, identify where progress has been made, and recommend practical actions to strengthen trust, fairness and resident experience. This is a unique opportunity to undertake work that matters hugely to bereaved and survivors, residents and to the Council. The review's findings have the potential to influence not only the future direction of RBKC and how it works, but wider thinking across local government about culture, accountability and public service.
