Ceredigion County Council is seeking an exceptional individual to lead the strategic planning, allocation and governance of social care investment across Ceredigion and the West Wales region. This is an exciting opportunity to shape major transformation programmes, influence policy at local, regional and national levels, and ensure that investment delivers lasting benefits for our communities.
About the Role
As Resource Manager - Strategic Investment & Transformation, you will lead on the development and delivery of investment strategies across capital and revenue programmes, supporting the Through Age Wellbeing (TAW) agenda. You will work closely with senior leaders, Welsh Government, Regional Partnership Boards and a range of strategic partners to secure, manage and maximise investment opportunities.
You will:
- Lead strategic investment planning and transformation programmes.
- Secure and oversee major grant funding opportunities.
- Influence regional and national policy development.
- Develop business cases and governance arrangements for complex programmes.
- Provide expert advice to senior leaders on investment and transformation priorities.
- Ensure effective management of risk, compliance and programme delivery., This role provides a unique opportunity to influence the future direction of social care, wellbeing and investment across West Wales. You will work at the forefront of transformation, helping to shape services, secure funding and improve outcomes for residents across the region.

We are looking for a candidate who:
- Holds a relevant degree or equivalent qualification.
- Has significant experience leading transformational change programmes.
- Is a Prince2 Practitioner.
- Has a strong track record of securing external funding and influencing strategic decision-making.
- Can confidently engage with senior stakeholders at local, regional and national levels.
- Has outstanding communication, negotiation and leadership skills.
