Full Job Description

The Humanitarian and Stabilisation Operations Team (HSOT) is contracted by Palladium to deliver the Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS), working with FCDO's Humanitarian Response Department (HCRD) and the Migration and Conflict Directorate (MCD), as well as multiple UK Government teams and partners globally. The Response and Impact Pillar enables HSOT and HCRD to learn from their work and clearly demonstrate the impact of the HEROS programme. The team puts in place practical systems and processes to turn business-as-usual and crisis response activity into usable learning and reliable evidence of impact. It also supports response readiness by coordinating monitoring, staffing, and EWAR's role during crises. The Reporting Officer is responsible for the maintenance and coordination of monitoring and reporting systems for HEROS, working closely with the HSOT Operations Team. Additionally, during crisis the Reporting Officer will be surged to support FCDO's humanitarian crisis response in reporting, information management and analysis., Information Management, Knowledge Management and Contractual Reporting The Reporting Officer is responsible for the delivery of high-quality contract reporting. This is achieved through maintenance of information management systems and coordinating across teams for reporting data and information. This may include:

  • Support the collection and organisation of KPI and logframe data for reporting, working closely with the Operations Team.
  • Lead the drafting of Quarterly Reports and Annual Reviews, using inputs from across HSOT to demonstrate programme impact.
  • Support Data and Visualisation Pillar to track EWAR outputs and cross-HSOT response data.
  • Support as needed with reporting against Annual Recommendations and other programme commitments.
  • Maintenance of EWAR Crisis Response Systems
  • Maintain HSOT duty officer rotas; ensuring in-hours and out-of-hours Duty Officer (DO) cover is accurate, up to date, and supported by clear handovers and inductions.
  • Maintain EWAR response rosters, working with the Response Coordination Cell to schedule staff for the Crisis Centre and rapid-onset deployments.
  • Duty Officer HSOT provides a 24 hour, 7 days per week monitoring and alerting system for FCDO. This role will be required to regularly fulfil this function during office hours. While acting as in-hours Duty Officer the Post-holder can expect to:
  • Undertake daily media monitoring of humanitarian related news stories and create a daily email
  • Monitor a range of sources for new humanitarian crises
  • Provide alerts and sitreps during enhanced monitoring periods
  • Undertake out of hours Duty Officer shifts, usually 2 weeks per year.
  • Crisis Response and Surge Support During a humanitarian response launched by FCDO the Report Officer may be deployed in support of a rapid response team or surged into an on-going humanitarian programme during a spike in a crisis. Responsibilities may include but will not be limited to:
  • Generate key information on situation, needs and impact monitoring and forecasting through regular humanitarian updates.
  • Input to briefings to politicians including at Cabinet and Prime Ministerial level.
  • Develop response-specific IM strategy at the outset of rapid onset responses and maintain readiness to deploy in support of FCDO''s work in a humanitarian emergency. Related responsibilities include:
  • o Deliver the information function in response, sourcing and presenting information (including briefing packets, response briefs, timelines and infographics). o Establish relevant information management systems and tools to support response decisions. o Support with comprehensive analysis of HRPs, funding proposals and other evidence to inform HSOT recommendations and HCRD response decisions o Contribute input to communications products, regular reporting highlighting response and support review/learning processes.
  • Contribute actively to Humanitarian Information Management and Analysis (HIMA) Community of Practice and the development of the HIMA toolbox.
  • Communications and Monitoring, Evaluation, and Learning (MEL) The Reporting Officer supports communications and MEL activities within the Response and Impact Pillar, working closely with the Communications Adviser and MEL Adviser. This may include:
  • Support the development of new and ad hoc communications and reporting products, including drafting content and compiling information on programme impact and results.
  • Assist with monitoring and evaluation processes (i.e. Response Indicators), including gathering and organising data, as well as supporting the lessons learned (i.e. workshops, the Central Lessons Log).
  • Risk Management
  • Be aware of potential risks to effective and responsible programme management and contribute to mitigation measures according to job role.
  • Be familiar with and actively participate in established risk management procedures, including reporting issues against identified risks and failures of mitigation measures.
  • Contribute to risk assessment activities and suggest improvements.
  • Other Duties
  • Participate in HEST training and work to mitigate safety and security threats for self and others
  • Undertake any other duties as appropriate to the position, as requested.
  • Fulfil role of Duty Officer on rotation, providing week-long out of hours surveillance of emergencies.
  • Contribute to HEROS contract monthly, quarterly, annual contractual reporting on specialist portfolio, and provide support as requested in support of results-based reporting.
  • Support business Transition and Exit Planning: Play a pivotal role in adapting to system upgrades and organizational changes, ensuring the workforce is aligned with future business needs. Lead on providing data inputs during the transition phase.
  • This position follows Palladium's hybrid working policy, requiring a minimum attendance of three days in the office.
  • As appropriate, engage with Palladium EMEA regional team fora and initiatives.

    Covering these two roles means that the post-holder must be highly flexible with excellent organisational skills to ensure that HSOT continues to deliver on its reporting requirements during times of crisis. There will be a strong relationship with the HSOT Operations department, to make this possible., Experience in programme, project, or operational support roles, ideally in humanitarian, development, or consultancy contexts.
  • Excellent drafting skills, able to produce clear, concise reports and briefings, often to tight deadlines.
  • Experience collecting, organising, and managing data to support reporting.
  • Strong organisational and prioritisation skills, with the ability to manage competing tasks and deliver accurate work to deadlines.
  • Ability to work effectively across teams, building strong working relationships.
  • Attention to detail and commitment to producing high-quality, accurate outputs.
  • Adaptable and responsive, able to work in fast-paced and changing environments.
  • Experience using information or knowledge management systems (e.g. SharePoint or similar platforms).
  • Proficient in Excel, PowerPoint, and Word, including managing datasets, basic analysis, and producing reports and briefings.
  • Comfortable using AI tools to support analysis, drafting, and reporting.
  • Willingness and ability to undertake Duty Officer responsibilities and deploy, including to challenging environments, at short notice.
  • Fluency in English.
  • Desirable:
  • Experience working with international donors, UN agencies, INGOs, or local NGOs.
  • This is a permanent role based in London. Candidates must have the Right to work in the UK and minimum of 2 years residency in the UK out of the last 5 years to be eligible for this post.
