The Maritime and Coastguard Agency (MCA) is seeking a Regulatory Economist and Appraisal Economist. Regulatory Economist The Regulatory Economist provides high-quality economic analysis and analytical assurance across the Agency's regulatory programme. Working as part of the Economic Analysis Team, you will influence policy development, support Impact Assessments and Post Implementation Reviews, and help embed good analytical practice across the MCA. Appraisal Economist The Appraisal Economist provides robust economic analysis and assurance for the Agency's investment programme. As part of the Economic Analysis Team, you will work with colleagues across the Agency and Department for Transport to strengthen evidence-based decision making and support delivery of MCA's analytical strategy. Find out more about what it's like working at: Maritime and Coastguard Agency - Department for Transport Careers Regulatory Economist (Permanent) As a Regulatory Economist, you will lead the provision of economic analysis and assurance to support MCA's regulatory programme. You will provide clear advice on the economic impact of regulations, support Impact Assessments and Post Implementation Reviews, and work with internal and external stakeholders to ensure policy decisions are informed by proportionate, high-quality analysis. Regulatory Economist responsibilities will include, but aren't limited to:
  • Providing analytical input and assurance for MCA's regulatory programme and high-profile regulatory issues.
  • Delivering economic analysis for Impact Assessments and Post Implementation Reviews.
  • Supporting MCA's response to the Government's Regulatory Action Plan through high-quality analysis of regulatory impacts.
  • Building effective relationships with internal and external stakeholders to influence and challenge policy development.
  • Embedding good analytical practice in line with HM Treasury guidance, including model assurance and evaluation planning.
  • Building economic capability by supporting learning, training and continuous improvement across the team and wider MCA.
  • Supporting delivery of MCA's Analytical Strategy and compliance with the Government Functional Standard for Analysis.
  • Appraisal Economist (12-month fixed term contract) As an Appraisal Economist, you will lead the provision of economic analysis and assurance to support MCA's investment programme. You will provide analytical input into business cases, evaluations and investment decisions, applying appraisal techniques to ensure MCA spending proposals are supported by robust evidence, proportionate analysis and clear advice. Appraisal Economist responsibilities will include, but aren't limited to:
  • Providing analytical input and assurance for MCA's investment programme and other priority analytical issues.
  • Delivering economic input into business cases and evaluations to support investment objectives.
  • Applying appraisal techniques, optioneering and uncertainty analysis to support evidence-based investment decisions.
  • Embedding MCA's analytical framework into analysis and support proportionate quality assurance activity.
  • Supporting management of MCA's business-critical model register and help assure analytical models appropriately.
  • Building effective stakeholder relationships to influence, challenge and improve decision making across the Agency.
  • Supporting delivery of MCA's Analytical Strategy and wider economic analysis priorities across the team.
