Full Job Description
This role sits in our People and Workplace directorate which brings together our HR, Property and Security functions as part of the wider Corporate Services Group. You will be part of a friendly team responsible for enabling Organisational Effectiveness through the delivery of our DCMS People Strategy. We help DCMS leaders understand their 'current state', and work towards a desired 'future state', identifying issues and opportunities, and effectively supporting and facilitating people, teams and the organisation through change. We are a team of approximately 10 HR professionals with a range of experience and skills in delivering and embedding successful change; from being the custodian of our People Strategy, to setting and delivering changes to the size, shape and profile of our workforce, enabling our people to thrive and able to deliver our organisational priorities. Our Regional Strategy and Talent Manager will support and lead elements of the department's Workforce Strategy by delivering plans to grow senior roles and talent outside of London through recruitment, talent and retention strategies under the Civil Service's Places for Growth Strategy (PfG). This strategy aims to move more roles outside of London to be closer to the communities we serve. You will work collaboratively across the HR and Workplace portfolios in ensuring our strategy and plans are joined-up. This is a role that will work both within DCMS and across the wider North West Region in the Civil Service to deliver talent, engagement and outreach activity, and is split into two parts:
- Supporting and leading activity across the Civil Service North West Regional Network by proactively driving local and regional networks, lead the coordination of regional communications, and build and manage stakeholder relationships across a range of partners (Civil Service, Universities, Local Authorities and third sector) to develop a talent pipeline into the Senior Civil Service (SCS) to help talented people from all backgrounds progress into senior leadership positions.
- Leading DCMS's Places for Growth strategy to ensure a joined-up approach across HR and Workplace in achieving our PfG targets. You will partner with HR, Property and senior leaders to identify and lead targeted talent and people interventions, including a high-impact outreach programme that elevates the DCMS profile within the region. You will take the lead on our regional people policies, working with specialists to ensure our benefits and offer help us attract and keep the best people. You will monitor, report and provide briefings on our progress, and develop advice to seniors on how to make improvements.
