Full Job Description
Bolton Council is looking to expand the Capital Project team within Corporate Property Services (CPS) to support the successful delivery of construction projects., We are looking to recruit an enthusiastic and capable Quantity Surveyor to deliver a high-quality programme of refurbishment and cyclical maintenance projects, as well as professional building surveying work.
As a Quantity Surveyor, you will play a crucial role in supporting contract management by ensuring accurate budget oversight and reviewing subcontractor tender submissions for completeness, legal and contractual compliance, and mathematical accuracy.
Your commercial expertise will be vital in developing and negotiating contracts with contractors, suppliers, in-house departments, and consultants. You will also contribute to the creation and management of procurement frameworks, ensuring compliance with procurement regulations and value-for-money principles.
You will develop performance and monitoring systems for budget forecasting, variance reporting, volume performance, and KPIs, providing regular analyses and reports on economic effectiveness. You will help establish streamlined processes for contractor engagement and facilitate long-term partnerships through effective framework agreements.
Building and maintaining strong business relationships with providers, partners, and stakeholders is key to this role., This post is a designated customer facing role under the fluency duty and requires a specified level of spoken English as per the person specification., Documents for Right to Work

This role requires you to have a degree-level education or equivalent relevant experience with chartered status and full membership of RICS, RIBA, CIOB, or CIBSE being highly desirable., You will hold a degree-level qualification or possess equivalent relevant experience. Chartered status and full membership of a recognised professional bodysuch as RICS, RIBA, CIOB, or CIBSEare highly desirable.
You will bring substantial experience in developing robust contract specifications and procurement documentation, underpinned by a strong working knowledge of NEC3/4 and JCT contracts, including their practical application and implications for project delivery and compliance. A thorough understanding of procurement legislation, estate maintenance, and refurbishment contracts is essential.
Strong budget management skills are a must, along with a proven track record of working effectively with contractors and consultants in a service delivery environment. Experience in managing and overseeing contractor frameworks to ensure compliance, value for money, and efficient project delivery would be highly advantageous.
You will have a solid grasp of the financial and technical dimensions of contracts, procurement processes, and accounting principles. Excellent interpersonal and communication skills are essential for building and sustaining productive relationships with a wide range of stakeholders.
