Full Job Description

We are seeking an experienced and driven professional to join our dynamic team at Birmingham City Council. This is a critical role focused on the development and delivery of complex improvement and change initiatives across the organisation, working at the heart of transformation that directly impacts the lives of Birmingham's residents. You'll work closely with senior leaders, front-line teams, and external partners to identify issues, assess opportunities, and design practical, people-focused solutions. You'll help embed sustainable change in working practices, ensuring improved service delivery and better outcomes for our customers and citizens. Key Responsibilities Lead the scoping, design, and implementation of programmes that drive service improvement and sustainable change. Use analytical and project management techniques to identify opportunities, assess impacts, and deliver outcomes on time and within budget. Facilitate and manage multi-disciplinary project teams involving HR, Finance, IT, Legal, Comms, and others to ensure joined-up delivery. Ensure high levels of customer satisfaction by delivering change that is responsive to evolving needs. Embed best practice approaches in service design, delivery and change management. Actively engage stakeholders to support and own the change journey. Deputise for Change Partners when required and contribute to strategic planning and delivery. Champion a performance-driven, customer-focused culture committed to continuous improvement.

Proven experience leading service improvement or transformation projects in a complex organisation. Strong understanding of change and project management methodologies. Excellent stakeholder engagement skills and the ability to bring people on board. Analytical thinker with problem-solving capabilities and attention to detail. Collaborative, adaptable, and resilient, with a passion for public service and improving outcomes for communities. Experience working within local government or public sector is desirable.
