Project Officer

Powys County Council is undertaking a strategic review of its off-street car parks. You will lead this project, analysing operational, financial and usage data, engaging with communities and stakeholders, and developing evidence-based options and business cases to support future decisions about the effective, sustainable management and,

• Lead a comprehensive review of the Council's off-street car park portfolio, including usage, occupancy, income, costs, operations and asset condition.
• Gather, analyse and benchmark data to assess current performance, future viability and opportunities for improvement.
• Plan and deliver community and stakeholder consultation, working with Town and Community Councils, businesses, residents, elected members and other partners.
• Develop options appraisals and business cases covering future management, investment, charging and service delivery arrangements.
• Prepare clear reports, presentations and recommendations for senior officers, Cabinet, scrutiny committees and other decision-making forums.
• Monitor project delivery, identify funding opportunities and ensure work is delivered in accordance with legislation, Council policies and corporate priorities.
  
  Strong analytical and problem-solving skills, with the ability to interpret complex information and turn evidence into clear recommendations.
• Excellent project management, organisational and research skills, with the ability to manage competing priorities and deliver to deadlines.
• Excellent written and verbal communication skills and confidence presenting information to senior officers and decision-makers.
• A passion for engaging with communities, businesses, elected members and partner organisations to understand local needs and priorities.
• A proactive, flexible and evidence-driven approach, with the ability to work independently and develop practical solutions.
• Experience of project delivery, consultation, business cases, options appraisals or service improvement.
