Procurement Officer

We are establishing a new Strategic Commissioning Service, within our Adult Care Directorate and are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, driving the delivery of positive outcomes for the people of Lincolnshire, in a compliant and efficient way. To help us achieve this, we are seeking two additional exceptional individuals who will ensure commissioned services are procured effectively to deliver safe, high-quality, value-for-money outcomes, and meet requirements within allocated budgets. Our Senior Procurement Officers are responsible for the design, management and delivery of professional, commercially robust and fully compliant tendering processes to ensure fit for purpose service provision, efficiency benefits, quality improvements and financial savings where practicable. They work collaboratively across a wide range of internal and external partners and stakeholders to proactively provide professional advice, guidance and support on all commercial and procurement matters for commissioned services to support compliance and risk management, continuous improvement, service transformation and improved outcomes for the residents of Lincolnshire. You will be:

• a procurement professional with practical knowledge and experience in commissioning, public sector procurement or a related discipline, along with proven project and programme management skills and experience.
• A commercially astute officer who can develop and deliver value-for-money solutions informed by their up to date knowledge of relevant and current procurement legislation, regulations, and sector trends.
• Someone with exceptional interpersonal skills who can demonstrate their expertise in building and maintaining relationships at all levels, providing effective challenge with sensitivity and diplomacy combined with the ability to communicate and negotiate effectively both verbally and in writing.
• Have evidence of being able to apply knowledge and understanding of return on investment models, market analysis, benchmarking, supplier development, supply chain management, market management, evaluation models and contract management processes.
