Full Job Description
The PMO Lead is responsible for establishing, leading, and continuously improving the Programme Management Office (PMO) to ensure effective delivery, governance, assurance, and reporting across a portfolio of programmes and projects. The role provides strategic and operational leadership for programme controls, standards, and ways of working, acting as the single source of truth for portfolio performance, risks, issues, dependencies, benefits, and delivery confidence. The PMO Lead ensures that all initiatives are delivered in line with organisational governance, regulatory requirements, and agreed priorities. Working closely with senior stakeholders, programme sponsors, delivery leads, and assurance functions, the PMO Lead enables informed decision-making, transparency, and accountability across the portfolio., The aim of the role is to provide a customer oriented service to meet the business requirements of the organisation, in line with the local and National priorities and strategies. This data includes the full management of programmes and projects ensuring the most effective use of resources, from initiation to closure, as well as providing advice and expertise in this area. Yo help build change management capacity across the Trust, incumbent will be expected to apply best known methods and adhere to the Trust's project and programme management methodologies. The post holder will have direct line management responsibility for a team, as well as having programme management responsibility for project teams and staff, which may include staff outside of the immediate service area., Support Digital Services PMO to develop and implement a standardised approach to managing change. Ensure that this is reviewed regularly in line with programme and project management best practice. Have overall responsibility for the successful delivery of a number of programmes and projects, for the full life cycle from initiation to closure. Ensure that all programmes and projects are supported by a robust governance structure. Delivering regular highlight reports to Programme Steering Committees and Executive Sponsors, escalating risks, issues and exceptions where appropriate. Monitor the progress of the programmes and projects against their original business case and project initiation document, ensuring where necessary the programmes/projects are able to adapt to changing requirements and that plans are adjusted accordingly so that the deliverables are on time, to specified quality and within budget. Manage the programme budget in line with the Trust's Standard Financial Instructions. Ensure that appropriate plans, documentation and procedures are in place when transitioning from the development project to business as usual.
- Educated to masters level or equivalent level of experience working at a senior management level
- Formal project management qualification (PRINCE2 Practitioner or MSP Foundation) Desirable criteria
- Prince II practitioner
- Managing successful programmes Foundation/Practitioner
- Lean practitioner, Experience of working in a portfolio programme & project management environment
- Substantial experience of managing a series of complex, large-inter related projects
- Experience of successfully delivering high value transformational change, working with a range of partners on health economy-wide initaitives.
- Previous experience of managing a budget, involved in budget setting and working knowledge of procurement and standard financial instructions
- Experience of negotiation on difficult and controversial issues, including performance and change
- Experience of leading clinical teams through change, using a known methodology
- Proven knowledge of quality improvement theory, acquired through education or equivalent experience Desirable criteria
- Experience of working in an NHS environment, Ability to work on unfamiliar topics requiring rapid assimilation of new technical knowledge
- Evidence of teaching and coaching skills
- Problem solving skills and ability to respond to sudden unexpected demands
- Ability to analyse complex facts, data and situations and develop a range of options
- Ability to understand and explain statistics and measurements for improvement in relation to healthcare
- Ability to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders and present complex and sensitive information to large influential groups
- Ability to lead a team of diverse individuals delivering programmes and projects to meet aims and objectives
- Ability to develop and quality assure complex plans which impact across clinical and non-clinical areas
