Full Job Description

We are looking for a Phoenix Officer to enhance our Community Safety Prevention team based at Service Headquarters in Exeter. The position is available on a 12 month fixed term contract, working 22.2 hours per week (3 days). The successful candidate will receive a competitive starting salary of £32,654 (gross) per annum pro rata (Grade 5 - subject to job evaluation). This equates to £19,592.40 (gross) per annum for working 22.2 hours per week. Devon and Somerset Fire and Rescue Service is the largest non-metropolitan Fire and Rescue Service in England. About the role: Under the direction of the Education Coordinator, the successful candidate will implement the roll out of further quality assured Phoenix Programme activities and resources to educate and engage children and young people across Devon and Somerset. You will support and implement Service Policy, procedures and resources relating to Phoenix Programme activities across Devon and Somerset Fire and Rescue Service (DSFRS), and will regularly attend Phoenix Programmes and associated events in person. What is the Phoenix Programme? The Phoenix programme is Devon and Somerset Fire and Rescue Services' youth intervention initiative, targeting young people specifically at risk from serious violence. The programme runs over 5 days (6 hours per day) and is hosed at a fire station local to the young people involved. The Phoenix programme consists of a series of activities designated to develop safety awareness, teamwork and confidence. Participants engage in various Firefighter activities under the guidance of experienced Firefighters. The programme accommodates up to 12 individuals. The participants are identified by schools or referring agencies as individuals who would benefit from the programmes' holistic approach to skill development and empowerment.,

  • Implementation of quality assured Phoenix Programmes in line with National Fire Chiefs Council best practice and guidance, reporting key updates to the Education Coordinator.
  • To lead CYP advocates with quality assurance in the delivery of Phoenix Programme activities within the Education area.
  • Assist employees in understanding and applying education policies and procedures to maximise impact.
  • Monitor compliance to safeguarding processes and procedures with educational programme activities.
  • Supporting Education Instructors / Advocates in sharing best practice and disseminating relevant updates and information as required under the direction of the Education Coordinator.
  • Manage performance and development by monitoring and supporting Education Instructors / Advocates delivering the Phoenix Programme in line with requirements of relevant policies and processes, escalating to the Education Coordinator where necessary.
  • Maintain confidentiality of information and records securely and appropriately.
  • Support the representation of the Service for existing partnerships within DSFRS and externally when required and when under the direction of the Education Coordinator.
  • Monitor effective exchange of information with staff partners, and external agencies in line with DSFRS information assurance policy and procedures and compliance with GDPR.
  • As delegated to the role by the Education Coordinator, support with appropriate spend and reconciliation of budget.
  • Report to Education Coordinator frequent progress updates on the delivery of Phoenix Programme activities.
  • Attend training events as directed and take part in the Personnel Performance and Development Review process to identify training and development needs.
  • Compile and review educational programme activities, using analysis to evaluate feedback and evidence impact.
  • Complete risk assessments for Phoenix Programme activities under the supervision of the Education Coordinator.

    1. Proven ability to implement, deliver and evaluate Programme activities and initiatives successfully.
  • 2. Proven experience of working with children and young people / vulnerable adults with due regard to safeguarding protocols. 3. Proven track record of delivering interventions and diversionary activities for children, young people and/or vulnerable adults. 4. Professional qualifications such as NVQ Level 3, or equivalent, (or significant experience) related to working with children and young people / adults at risk. 5. Previous operational knowledge and understanding to adapt exercises and drills to suit children and young people. 6. Professional in conduct.
