Full Job Description
Lead the day-to-day delivery of all TUPE In, TUPE Out and acquisition payroll activity, ensuring transfers are completed accurately and in line with agreed deadlines, go-live dates and service expectations.
-Provide clear leadership, coaching and support to the TUPE & Acquisitions team, setting priorities, building capability and creating an effective environment in which colleagues can succeed.
-Build strong working relationships with the wider People Support, HR, Finance, IT, mobilisation teams, Bid Team, incumbent providers and other internal and external stakeholders involved in employee transfers and acquisitions.
-Monitor delivery, risks, dependencies and data quality across each transfer, escalating concerns appropriately and promptly and coordinating action to protect payroll accuracy and the employee experience.
-Drive and action continuous process improvements across TUPE and acquisition activity by identifying inefficiencies and control gaps, analysing root causes, developing practical solutions and managing agreed changes through testing, implementation, communication and review.
-Ensure processes, controls, checklists, templates and guidance remain accurate, standardised, fit for purpose and embedded consistently across the team.
-Promote high standards of customer service, confidentiality, information security and compliance, ensuring audit requirements and legislative changes are understood and acted upon
Main Duties
-Maintain an up-to-date understanding of relevant TUPE and payroll legislative changes and ensure impacts are assessed, communicated and incorporated into team processes.
-Provide day-to-day leadership of the TUPE & Acquisitions team, allocating work, reviewing capacity and ensuring adequate resources are available and are aligned to planned and unplanned workloads, or that any gaps are flagged.
-Set clear priorities and monitor TUPE In, TUPE Out and acquisition milestones daily, ensuring agreed deadlines, go-live dates, service levels and quality standards are achieved.
-Act as the first point of escalation for complex queries, delivery risks, data issues and stakeholder concerns, taking ownership through to resolution and keeping relevant parties informed.
-Work closely with team seniors and key business contacts to ensure employee data is received, validated, loaded and processed accurately and on time, with any issues flagged appropriately and promptly.
-Coordinate TUPE Out activity, including payroll reporting, investigation of historical pay information and confirmation of relevant payroll and costing details.
-Maintain accurate plans, trackers and reporting for all transfers and acquisitions, providing clear updates on progress, risks, actions, decisions and dependencies.
-Lead regular team meetings and operational reviews, ensuring actions are documented, assigned and completed.
-Complete one-to-ones, appraisals, performance conversations and development planning in line with agreed requirements.
-Coach and develop colleagues through structured induction, training, cross-skilling and ongoing technical support, ensuring training plans reflect current processes.
-Drive and action process improvements from identification through to delivery, using data, colleague feedback, audit findings and root-cause analysis to prioritise opportunities and evidence benefits.
-Create clear improvement plans with owners, milestones, controls and success measures; coordinate testing, implementation and post-implementation review to ensure changes are effective and sustained.
-Standardise TUPE In, TUPE Out and acquisition processes wherever practical, removing duplication and manual effort while strengthening accuracy, controls and customer experience.
-Review end to end TUPE process and redesign jobs, so that tasks and responsibility sits within the most appropriate team/role.
-Ensure all approved changes are fully documented, communicated and embedded, with checklists, process maps, templates and training materials updated promptly.
-Build effective relationships with HR, Finance, IT, mobilisation teams, contract stakeholders, Bid Team, incumbent providers and other payroll teams to support successful transfers.
-Attend business forums, mobilisation meetings and contract sites where required, representing People Support and providing clear advice on payroll requirements and transfer readiness.
-Support internal and external audit activity by providing accurate information, addressing findings and implementing actions to prevent recurrence.
-Promote compliance with confidentiality, data protection and information security requirements, escalating actual or potential risks promptly.
-Demonstrate resilience, sound judgement and a professional approach when managing changing priorities, late information, resource pressures and unforeseen business requirements.
-Support recruitment and ensure new colleagues receive a robust induction and role-specific training.
Practical knowledge of TUPE In, TUPE Out and acquisition payroll processes (essential).
-Strong payroll administration knowledge and understanding of payroll controls, deadlines and data quality requirements (essential).
-Experience of leading, coaching or coordinating the work of others (essential).
-Proven ability to drive and action process improvements from diagnosis through to implementation and benefits review (essential).
-Strong problem-solving and root-cause analysis skills, with the ability to turn evidence into practical solutions.
-Excellent organisational skills, with the ability to prioritise, work under pressure and manage multiple deadlines and changing requirements.
-Confident stakeholder management and communication skills, including the ability to challenge constructively and escalate appropriately.
-Ability to work independently, use initiative and contribute effectively as part of a wider team.
-High attention to detail and a strong commitment to payroll accuracy, customer service and confidentiality.
-Expert in Microsoft Office and experienced in using payroll and HR systems, including SAP or equivalent.
-Experience of working within a Shared Service Centre environment (preferred).
-Experience of audit, change delivery, process mapping or LEAN methodology (preferred).
-Flexibility to work additional hours or travel to other sites when required to meet critical transfer deadlines.
