We are seeking an experienced and passionate Operations Manager - Supported Housing & Specialist Projects to join our Support Network team on a six-month fixed-term contract. This is an exciting opportunity to lead the development and delivery of specialist housing projects, supported housing schemes and refuge services, working closely with commissioners, health and social care partners, and internal stakeholders.

Reporting to the Group Head of Support Network, you will play a key role in developing and managing supported housing services across Torus. You will lead on the commissioning and mobilisation of new supported housing schemes, ensuring services are designed to meet the needs of individuals with complex support requirements, whilst remaining compliant, sustainable and value-driven. Alongside supporting the management of existing supported housing schemes and third-party service providers, you will also lead the delivery of refuge accommodation services, ensuring exceptional support is provided to victims and survivors of domestic abuse.

This role requires close collaboration with commissioners, local authorities, development teams, health and social care professionals and voluntary sector partners to ensure services deliver the best possible outcomes for customers and communities.

Working Pattern:

At Torus, we offer a flexible and agile approach to working, with employees typically spending three days in the office and two days working from home. Please note that this arrangement may be subject to change in line with business requirements, and candidates must be willing to work flexibly to meet the needs of the organisation. This role will be primarily based at our St Helens office, however regular travel across our wider operating area will be required, including visits to our offices in Liverpool and Warrington, as well as attendance at partner meetings and service locations as required.

What You'll Be Doing:

As our Operations Manager - Supported Housing & Specialist Projects, you will play a pivotal role in shaping and delivering high-quality supported housing and specialist accommodation services across Torus.

You will:

- Lead the commissioning, mobilisation and ongoing development of supported housing schemes, ensuring services meet the needs of individuals with complex support requirements.

- Work closely with internal teams, commissioners, local authorities and health and social care partners to develop innovative and sustainable housing solutions.

- Oversee the management of existing supported housing schemes and partnerships with third-party support providers.

- Lead the operational delivery of refuge accommodation services, ensuring victims and survivors of domestic abuse receive high-quality, trauma-informed support.

- Develop service specifications, Service Level Agreements and operational frameworks for new and existing projects.

- Ensure all services remain compliant with relevant legislation, regulatory standards, contractual requirements and best practice.

- Drive service improvement through performance management, audits, data analysis and quality assurance activities.

- Support the acquisition and onboarding of new supported housing schemes, ensuring a smooth transition for residents and stakeholders.

- Manage risks effectively and ensure robust health and safety, safeguarding and business continuity arrangements are in place.

- Build strong partnerships with commissioners, statutory agencies, the voluntary sector and community stakeholders to maximise opportunities for funding and service growth.

- Inspire, motivate and support teams to deliver excellent outcomes for customers and communities.

We're looking for an experienced, collaborative and forward-thinking leader who is passionate about delivering services that make a real difference to people's lives.

You will have:

- A degree-level qualification or equivalent professional experience.

- A commitment to working towards a CIH Level 4 qualification.

- Significant experience of developing, commissioning or managing supported housing services for people with complex needs.

- Strong knowledge of supported housing, housing-related support services and commissioning processes.

- Experience of delivering complex projects involving multiple stakeholders, competing priorities and tight timescales.

- A good understanding of health and social care partnerships, housing legislation, regulatory requirements and industry best practice.

- Experience of leading and developing high-performing teams and embedding a culture of continuous improvement.

- Strong performance management skills, including the ability to analyse data and use insight to improve service delivery.

- Excellent communication, presentation and report-writing skills.

- The ability to build effective relationships and influence a wide range of stakeholders, including commissioners, local authorities and partner organisations.

- A proactive, resilient and solutions-focused approach with the ability to manage change effectively.

- Strong organisational skills and the ability to balance strategic priorities with operational delivery.

Interview Process:

Shortlisted candidates will be invited to attend an in-person interview. The selection process will consist of a competency-based interview and a written/practical exercise designed to assess the skills and experience required for the role, with full details of the exercise provided on the day.
