Full Job Description
Based at the FES FM office in Bilston, The Operations Manager will assist the Senior Operations Manager to deliver a comprehensive service to our client. They will deliver the contractual requirements of the T&I Contracts ensuring compliance of statutory requirements and PPM delivery while maintaining high standards of safety, cleanliness and customer care. They will be responsible for developing and maintaining effective relationships and ensuring that pro-active communication is maintained continuously with all internal & external stakeholders. The individual must work in accordance with the FES FM values, IMS policies and procedures, be reliable, conscious, and professional always. They must be able to work on their own initiative and have good time management and organisational skills. As part of this role the Operations Manager will also act as a Gas Supervisor who will also support the FES FM Gas Compliance Manager and the East BU Operational Team to ensure Statutory Compliance is maintained in relation to the delivery of Gas & Mechanical Services. The Gas Supervisor will be the Appointed Person for Gas and Mechanical works within the East Business Unit. The role is a hybrid role which will include both Operations Manager and continued Gas Supervisor responsibilities.,
- Manage the activities of the FES FM registered gas engineers in line with the company IMS P 9.9 Gas Safety Policy including, o Gas engineer induction o Training and development o Upkeep of Gas safe registration o On-site monitoring checks
- Liaise with the company Gas Compliance Manager for technical and compliance issues within the BU.
- Provide technical assistance to FES FM Operational team on gas related compliance including any technical or legislative queries and assisting with any Unsafe Situations.
- Carry out Monitoring, Quality & Competency assessments with Gas Safe Registered engineers within the East Business Unit for all gas works including service, reactive and installation work for both in house and subcontractor gas engineers
- Review gas records to ensure compliance of current Gas safety procedures.
- Ensure that an effective process is in place for allocating work to suitably qualified, competent, and registered engineers.
- Ensure that engineers within East BU have the required training, qualifications & ID Licence Cards and that these are kept up to date and renewed as appropriate in line with the company IMS P 6 CPD Policy.
- Ensure that engineers possess the essential gas safety tools and equipment to undertake their work including access to consumables, documentation, calibrated instruments.
- Sub-contractor management of works on site in line with IMS P 5, including audit and supervision in relation to the delivery of gas services in the East Business Unit.
- Ensure up to date accurate asset management and support to the Life Cycle Manager in complying with the contract life cycle requirements.
- Undertake duties in line with Gas Engineer Role on nominated East Business Unit Contracts.
- Any other duties that may be required to facilitate the efficient operation of the contract, or as instructed by the Operations Manager.
- Responsible for compliance with contractual requirements.
- Responsible for the compliance of statutory legislation within the contract.
- Responsible for any variations to the original contract.
- Responsible for Staff recruitment, levels and training for T&I Contracts in line with good industry practice and in compliance with Company Policy. This should include Succession Planning.
- Responsible for the IMS T2 procedures within T&I Contracts in compliance with Company Policy.
Qualified Gas Engineer with relevant Gas Safe - A background to gas safety including the legal framework for work on natural gas/LPG Installations
- The basic requirements of the Gas Safety (Installation and Use) Regulations.
- Previous experience of how to assess competency, training and qualifications for gas work.
- Knowledge of Health & Safety, Environmental and Quality Management Systems
- Experience of CAFM systems.
- Confident communicator with excellent customer interaction skills.
- Ability to manage and prioritise workload.
- An experienced FM Supervisor with at least 5 years relevant experience in a similar position. Person Specification

- Practical knowledge of the FM industry in the area.
- Approachable demeanour and a demonstrable commitment to team working.
- A Full driving licence.
- Good IT/computer skills.
