Full Job Description
The post-holder will support the Monitoring, Evaluation and Learning (MEL) team to provide quality, and timely MEL support to the Global Operations (GO) Division. The MEL team collaborates closely with Global Programmes and Global Strategy teams towards effective delivery of programmes, including those funded through Official Development Assistance (ODA), business-as-usual operations, and grant-in-aid resources. The MEL team's work also contrinutes to building a strong evidence base on the effectiveness of these programme including their contributing to public health security and alignment with good value-for money (VfM) principles.
In addition, the post-holder will support the design and delivery of internal reporting tools, dashboards, and data analysis products to inform decision-making, track operational progress, and strengthen the integration of MEL evidence across UKHSA's internal governance systems.
The MREL team is accountable through the Monitoring and Evaluation (M&E) Steering Group, which meets monthly to oversee the strategy's implementation. This role is dynamic and often time-sensitive, requiring both strong technical expertise and excellent interpersonal skills. The position may involve international travel of approximately 2-4 weeks per year., The responsibilities of the post-holder will include: supporting the embedding of the MEL framework across all staff / teams; helping identify lessons from across the Directorate of relevance to stakeholders; supporting the ongoing development and capability building for relevant staff in MEL tools and systems; and providing technical support to programmes and other partners., 2. Take a role in identifying lessons from across the Directorate of relevance to stakeholders internally and externally.
3. Support the ongoing development and capability building for relevant staff in MEL tools, systems and procedures through a variety of methods (i.e., training, written documents, mentoring, peer support, community of practise).
4. Provide technical support to programmes and other partners to strengthen the evidence base of Global Operations.
5. Maintain up to date knowledge of good practice and external developments in monitoring and evaluation of development projects and build the capacity of staff through training and support for effective implementation of monitoring and evaluation systems.
