Full Job Description
Binnies, an RSK Group company, is looking for an experienced Managing Quantity Surveyor to join our growing Delivery team.
Reporting directly to the D&B Service Line Commercial Lead, your role will allow hybrid working based out of Redhill and working across the Home Counties and South of England, working on a mix of Thames Water and Southern Water You'll play a key role in building future succession within the team while supporting our current commercial leadership - taking on GTb troubleshooting and workload to free up focus for strategic priorities, ensuring that commercial performance, contractual compliance, governance and risk management objectives are achieved.
The role combines strategic commercial leadership with operational delivery, providing direction to commercial teams while supporting project delivery teams to maximise profitability, minimise risk and maintain strong client relationships.
Commercial Management
Lead robust cost estimates aligned to project scope.
Manage and support commercial and procurement strategies, ensuring tender processes are correctly followed.
Prepare and manage subcontracts to ensure they reflect agreed scope and terms.
Develop and implement commercial strategies aligned with business objectives.
Ensure consistent application of company commercial policies and governance
Cost Control
Deliver accurate, live forecasting aligned with project programmes.
Monitor actual costs against baseline estimates, identifying and resolving variances.
Produce detailed reports on cost performance and forecasts.
Contract Management
Administer contracts effectively, managing contractual notices and obligations, while maintaining compliance and ensuring contractual entitlement is protected.
Lead negotiations on:Variations

Claims
Final Accounts
Dispute resolution
Maintain thorough records for audits and cost assurance.
Prepare and finalise project accounts in a timely manner.
Contract Change
Lead the commercial management of change by ensuring:
Early identification
Accurate pricing
Timely submission
Robust substantiation
Successful negotiation
Prompt agreement
Risk & Opportunity Management
Identify, quantify and manage:Commercial risks
Contractual risks
Cost risks
Programme risks
Supply chain risks
Implement mitigation and opportunity plans.
Monitor and report on identified efficiencies and variances.
Team Leadership
Lead the commercial delivery of various projects or portfolio of projects.
Lead, mentor, and develop a small commercial team.
Support the professional growth and performance of your team members.
Provide commercial advice to Project Directors and senior management.
Drive commercial best practice across projects.
Promote a proactive commercial culture focused on value creation.
You'll be a strong commercial professional with a proactive and solutions-focused mindset. You'll bring:
A degree-level qualification in Quantity Surveying or similar.
Professional accreditation (RICS, CIOB, or CICES).
Strong understanding of commercial governance.
Proven experience leading commercial teams.
Proven experience managing complex, multi-million-pound projects.
Strong understanding of the NEC suite of contracts.
Excellent negotiation, estimating, and stakeholder management skills.
The confidence to challenge decisions and drive continuous improvement.
