Full Job Description

An exciting opportunity has arisen for a Licensing Officer to join the General Licensing Team within Regulatory Services. As an Authorised Officer of the Council, you will be responsible for the administrative and operational delivery of licensing functions in line with Council policies and statutory requirements. This is a varied role covering a wide range of licensing areas, including Licensing Act 2003, Gambling Act 2005, Scrap Metal Dealers 2013, Street and House to House Collections. You will play a key part in providing a high-quality, customer-focused service to residents, businesses, and partners., As a Licensing Officer, you will be responsible for processing licence applications and delivering licensing services in accordance with Council procedures and statutory requirements. Your duties will include:

  • Processing licence applications, registrations, and renewals
  • Providing advice and guidance to customers in person, by telephone, and in writing
  • Preparing reports and supporting Licensing Sub-Committee hearings
  • Maintaining accurate electronic and manual records
  • Responding to service requests and maintaining service standards
  • Liaising with internal teams, external agencies, and stakeholders to resolve issues
  • Supporting community consultation activity and service improvement initiatives
  • Giving evidence in court where required
  • You will manage your own workload and contribute to the effective delivery of the Licensing Service Plan, ensuring compliance with policies, procedures, and financial regulations. Although most work is undertaken during core hours, you will be required to work flexibly, including evenings and weekends, to support service delivery. What we offer

    We are looking for an experienced and motivated individual with a strong background in licensing or regulatory work, who can operate effectively in a busy and demanding environment., Hold GCSE Grade C (or equivalent) in English and Maths
  • Have a minimum of 2 years' experience working within a licensing environment
  • Have experience of licensing administration and enforcement processes
  • Be experienced in the preparation and presentation of committee reports
  • Demonstrate strong knowledge of relevant legislation, including the Local Government (Miscellaneous Provisions) Act 1982 and associated legislation
  • Be confident working in a high-pressure environment, managing competing priorities
  • Have excellent communication skills and the ability to engage with a wide range of stakeholders
  • You will be expected to work on your own initiative as well as part of a team, demonstrate accuracy and attention to detail, and always deliver excellent customer service.
