Full Job Description
You have significant work experience evidencing use of data and/or analytical skills. Time spent on an analytical PhD can count towards this. We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office: see this map for more details. Alternative locations may be available and will be discussed and agreed on the completion of background checks. Interviews are likely to take place in October 2026 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post. About the Analysis Directorate We are passionate about improving justice outcomes through innovative research, data and analysis. In the Analysis Directorate, we provide high quality data and analysis helping to ensure strategic, policy, finance, corporate and operational decisions are based on robust evidence. We are a multi-disciplinary team of around 300 staff that sits at the heart of the Ministry of Justice providing analytical support across a diverse and exciting agenda. What you'll do Lead Cross-Cutting Performance Analyst The Cross-Cutting Performance team provides analysis on performance areas impacting the whole of HMPPS. You will provide analysis and insight on accommodation and employment outcomes for people in custody and those serving community sentences. These measures are key indicators of rehabilitation and reducing reoffending, supporting both operational and policy decision-making across HMPPS and the Ministry of Justice. You will also provide performance reports for the HMPPS Leadership Team and Agency Board. You will: Support performance reporting to HMPPS Leadership Team and Agency Board. Lead performance analysis and league tables on accommodation and employment outcomes. Provide Ministers and senior stakeholders with insight into performance trends and progress towards the Government's objectives, including the National Plan to End Homelessness. Work closely with policy and operational colleagues, providing advice on data quality, definitions, methodology and interpretation. Lead the production and publication of Official Statistics, including the annual Offender Accommodation Outcomes and Offender Employment Outcomes publications. Lead on the publication of management information on unpaid work delivery and sentence management. Undertake ad hoc analysis to support emerging business needs and priorities. The role offers opportunities to develop analytical and coding skills, including the use of R and the Analytical Platform, and to work with a wide range of stakeholders across HMPPS and the Ministry of Justice. Lead Prison Performance Analyst As a Lead Prison Performance Analyst, you will lead the delivery of high-profile performance products that inform decision-making across HM Prison and Probation Service. The team is responsible for maintaining and developing the Prison Performance Framework, monitoring prison performance, and providing insight to senior leaders and Ministers. You will: Lead the development and maintenance of the Prison Performance Framework, including performance measures, targets and comparator groups. Produce and improve the quarterly Prison Performance Tool Dashboard and associated data visualisation products. Develop and maintain analytical tools and applications, including R Shiny products used within prison performance processes. Work closely with operational and policy colleagues to ensure performance information meets user needs and supports decision-making. Support the delivery of the annual prison moderation and target-setting processes. Provide updates and analysis to senior governance forums, including the Prison Performance Committee and Prison Performance Working Group. Lead on the production of the annual Prison Performance Ratings Official Statistics publication. Support an ongoing programme of development to ensure the framework remains aligned to HMPPS priorities. The role offers opportunities to develop advanced analytical, coding and visualisation skills, including the use of R and Power BI, while working directly with senior leaders across HMPPS., Your Statement of Suitability should be no more than 750 words and should give us examples of how your skills and experience match those needed for this role. Selection Process There will be an initial sift of applicants through comparing submitted evidence against the 'Who you are' bullets. This usually takes two weeks, depending on the number of applications. Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills, and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers. The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity. Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review. For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location's respective pay scale (any legacy arrangements/locations will need to be amended). Some of MoJ's terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Lead Performance Analysts, HMPPS Performance Unit, within Prison, Probation, Reoffending & Performance Data & Statistics Division, Candidates must be able to show the relevant experience and skills and must meet the criteria for entry, Strong written and verbal communication with the ability to explain complex data and analytical concepts to non-technical audiences Excellent interpersonal skills, with the ability to build relationships with stakeholders at all levels from the front line to leadership. Strong analytical ability, with expertise in data analysis, quality assurance, extracting meaningful insights, and presenting results with clarity and impact. A self-starter with the ability to plan, prioritise, and lead analytical work with challenging and competing timelines, while maintaining high-quality outputs. Excellent problem-solving skills, with the ability to act on own initiative and proactively develop solutions to analytical questions. Strong skills in using Microsoft Excel. Coding and data visualisation experience The following experience and skills are desirable: Experience of working within prison or probation operations Experience in in R, SQL and/or PowerBI. Knowledge of the statistics code of practice. The national salary range is £42,914 - £46,182, London salary range is £49,325 - £53,081. Your salary will be dependent on your base location, We have roles available in the Prison Performance Team and Cross Cutting Performance Team in the HMPPS Performance unit within the Analysis Directorate. Roles are open to: Existing analysts from GORS and GSS either on level transfer or on promotion. Other candidates that are not members of GSS or GORS professions but possess and can demonstrate similar experience at the appropriate level.
