Full Job Description

You will be the engine behind our internal change communications - designing and delivering campaigns that use established behavioural science frameworks, including the COM-B model (Capability, Opportunity, Motivation - Behaviour) and the OASIS campaign planning model, to identify barriers and design interventions that genuinely change how people think, feel, and act.

You will produce high-quality video content - scripting, filming, and editing - that brings our transformation story to life in ways that static copy never could. Whether it's a staff spotlight, a change explainer, or a leadership message, you'll know how to make it land.

You will be embedded in our change and transformation programmes, working alongside HR, OD, and strategy leads to translate complex change into clear, motivating narratives that build understanding and reduce resistance.

You will design campaigns with measurable outcomes - not vanity metrics, but evidence of genuine behaviour shift and engagement., Design and deliver behaviour-change campaigns for internal audiences, using COM-B and OASIS frameworks to set objectives, identify barriers, and measure impact

- Create e-newsletters which feature engaging and timely content

- Plan, film, and edit video content that supports change programmes and staff engagement - including staff stories, campaign films, and leadership communications

- Partner with HR, OD, and strategy teams to ensure transformation programmes are communicated with clarity, empathy, and a clear call to action

- Develop channel strategies that meet audiences where they are - not just where it's easy

- Measure and evaluate campaign effectiveness against behavioural outcomes, iterating based on evidence

- Support wider communications campaigns and staff events, including the annual staff awards

- Help shape how the Council uses emerging digital and AI tools for internal communications.

Understanding of behavioural science applied to communications - you know your COM-B from your EAST framework, and you use them to design smarter campaigns, not just content

- Hands-on video production skills: you can plan a shoot, operate a camera, and edit compelling content to broadcast standard (Adobe Premiere, CapCut, or equivalent)

- Proven track record in change and transformation communications is desirable - you understand the psychology of change, including resistance, ambiguity, and the difference between compliance and genuine adoption

- Experience designing campaigns using the OASIS model (Outcome, Audience, Strategy, Implementation, Scoring) or equivalent structured campaign frameworks

- Strong copywriting skills

- Digital skills across SharePoint, intranet platforms, and emerging internal comms tools - including an instinct for where new technology can add real value

- Photography skills and an eye for visual storytelling

- Ability to translate complex policy and organisational change into accessible, human narratives

- Confident working at all levels - from frontline staff to senior leadership - with the credibility to challenge as well as support

Communications at Kensington and Chelsea Council has been transformed - and we're not done yet. We're recruiting an Internal Communications Officer who thinks differently: someone who uses the science of behaviour change to move people, not just inform them, and who can pick up a camera as naturally as they can craft a strategy.
