Full Job Description
We are seeking an experienced and motivated Insight and Assurance Lead Officer to join our dynamic Impact, Insight and Strategy Team. This is an exciting opportunity to play a key role in ensuring that housing services are driven by robust performance information, meaningful resident insight and strong regulatory assurance.
As the Insight and Assurance Lead Officer, you will provide operational leadership for housing performance and assurance activities, leading on the collection, validation, analysis and reporting of key performance information, including Tenant Satisfaction Measures (TSMs), and coordination and submission of statutory and regulatory returns. You will ensure that data is accurate, timely and evidence-based, supporting senior leaders, elected Members and residents to make informed decisions and drive continuous improvement.
We are looking for an analytical and proactive individual with experience of performance management, assurance, regulatory compliance or a similar role within housing or another regulated environment. You will have the ability to interrogate complex datasets, identify trends and risks, and translate findings into clear, accessible insight that supports service improvement and organisational learning. Working closely with managers across Housing, you will provide constructive challenge and support to improve performance, strengthen data quality and ensure compliance with regulatory expectations.
The role also includes supporting assurance, audit and inspection activity, maintaining audit-ready evidence, analysing learning from complaints and Housing Ombudsman outcomes, and contributing to policy development through the provision of performance and customer insight. You will keep abreast of regulatory and sector developments, helping the service respond effectively to emerging requirements and risks., The Council is going through a major change as part of Local Government Reorganisation (LGR) and devolution. This means that the district and borough councils in Hertfordshire will be replaced by a smaller number of new unitary councils.
The aim is to make local government simpler and more efficient, improve services for residents, and bring decision-making closer to the communities we serve.

As a line manager, you will supervise and develop the Insight and Assurance Officer, providing coaching and support to strengthen analytical capability and foster a culture of continuous learning and improvement. You will be an excellent communicator, capable of producing high-quality reports, dashboards and resident-facing communications written in plain English.
To be successful, you will have significant experience in performance, insight, assurance or regulatory work, strong stakeholder management skills, and the confidence to influence and challenge colleagues at all levels. A degree in a relevant subject, or equivalent experience, together with a commitment to ongoing professional development, is essential.
A basic check will be undertaken with the Disclosure and Barring Service to ensure that the successful candidate has no relevant convictions.
