Working directly to the Performance and Improvement Delivery Manager as part of the Operational Internal Improvement Team (OIIT) for Planned Care, the Improvement Manager is an exciting, fixed-term post with an opportunity to make a real impact on Gloucestershire's planned care services. Focused on assisting services to build agency and sustainable capability, the OIIT's core functions are: Rapid Diagnostic, Improvement Method, Delivery discipline, Capability transfer, Sustainability and Trend monitoring. Working closely with operational and clinical teams, this role is ideally suited to someone with a strong understanding of high-performing teams, an interest in NHS leadership and management frameworks, and a passion for improving patient access through the consistent application of high standards. Additional working pattern details: Monday to Friday - office hours, cross site working expected, The Improvement Manager is an essential member of the OIIT and will lead and support on complex improvement programmes that drive elective recovery, enhance RTT performance and deliver sustainable service transformation across the organization. Main duties include: - Lead the review of RTT performance management, assurance processes and governance arrangements to support elective recovery and sustainable performance improvement to inform Divisional improvement. - Develop, implement and monitor a standardised RTT Improvement Framework and support delivery of specialty RTT recovery plans. - Conduct leadership capability assessments and support the development of leadership training, resources and toolkits aligned to NHS Leadership and Management Framework competencies. - Analyse performance data, identify priorities for improvement, and produce regular reports for senior governance and assurance forums. - Deputise for the Performance and Improvement Manager, providing leadership and management support as required. - Build effective relationships across clinical, operational and corporate teams, influencing stakeholders, driving adoption of improvement methodologies, and presenting complex performance information to a range of audiences., Review and strengthen RTT performance management and assurance arrangements across the organization in line with the Performance Accountability Framework (PAF) to monitor performance improvement - Evaluate specialty performance meetings, divisional governance processes, reporting structures and escalation arrangements to identify improvement and standardisation opportunities for RTT governance - Develop and implement a standardised RTT Improvement Framework - Support development and delivery of RTT recovery plans, ensuring the use of the GHFT standard template - Monitor programme performance and outcomes, completing a monthly performance report for Elective Performance Board - Working in collaboration with the Performance and Improvement Delivery Manager, provide specialist improvement expertise to support service redesign, transformation and elective recovery programmes. Professional Development, Education and Training - Undertake leadership skills gap analysis across operational teams against the NHS Leadership and Management Framework competencies - Collaborating with the Performance and Improvement Delivery Manager, develop leadership resources, toolkits and guidance materials in line with NHS Leadership and Management - Framework competencies to include virtual and in person training Management and Leadership - Provide deputy management for Performance and Improvement Manager as appropriate Planning and Organisation - Prioritise improvement activity based on indicators from existing trust performance governance reports: Alert, Advise, Assure and Actions (AAA), and IPR - Plan, coordinate and manage multiple improvement programmes concurrently across the core functions of the OIIT: Rapid Diagnostic, Improvement Method, Delivery discipline, - Capability transfer, Sustainability, Trend monitoring. - Develop project plans, milestones and implementation schedules working with multiple specialties Communications and Working Relationships - Build effective relationships with clinical leaders, operational managers and corporate teams - Work across divisional, specialty and professional boundaries to drive improvement - Influence stakeholders to adopt new ways of working and improvement methodologies,

Educated to degree level - Postgraduate management qualification or equivalent experience
- Evidence of ongoing professional development, Extensive understanding of NHS policy, performance management frameworks, and regulatory standards (including RTT, Cancer, Elective Care, and access targets)
- Strong experience in quality and performance indicators, and service transformation to meet national standards
- Strong data analysis and information management skills, and use of information to drive evidence-based specialty improvement, Leadership and team management: Proven ability to influence, motivate and develop operational and multidisciplinary teams to develop
- Strategic planning and delivery: Ability to assess and monitor operational recovery plans
- Performance management: Ability to assess and evaluate performance opportunities to inform implementation of robust recovery plans to meet performance targets, Track record of delivering services to national standards (RTT, Cancer, Elective Care) under operational and time pressures
- Experience in working collaboratively with clinical teams, senior colleagues to deliver performance improvement
- Operational management experience across multiple specialties, Motivation: Desire to succeed, drive improvement across multiple specialties and influence others to achieve high standards
- Communication: Strong communicator and influencer, excellent verbal, written and presenting skills with an ability to influence
- Resilience and adaptability: Able to work under pressure and redirect attention to emerging issues whilst maintaining a robust programme of work across multiple specialties
The Operational Internal Improvement Team (OIIT) drives a proactive and consistent approach to sustainable performance improvement across planned care services. As a newly established team within the Planned Care Directorate, OIIT brings together experienced NHS professionals to support operational excellence, service transformation and elective recovery. This fixed-term Improvement Manager role offers a unique opportunity to work across multiple specialties, leading the development and implementation of a robust performance governance framework. The postholder will support performance improvement initiatives, strengthen leadership capability, and contribute to the delivery of high-quality patient care through effective governance and continuous improvement.
