Full Job Description

To provide intensive and comprehensive support to those individuals in Shropshire whoare sleeping rough, as well as those identified to be at risk of, or have a recent history ofdoing so.Who will your manager be and what will you be responsible for?You will be:

  • reporting to the Rough Sleeper Coordinator, who is in turn responsible for your
  • health and safety, training and development.
  • expected to contribute to a range of projects and build relations with both internal
  • and external partners in order achieve specified outcomes but will not have direct authority over those involved.
  • Responsible for duties to complete outreach support to rough sleepers in the
  • County, as well as inreach support to those placed in accommodation to end their rough sleeping.
  • Responsible for completing within expected timescales all mandatory corporate and
  • role specific training. Training requirements will be detailed in your corporate induction and Personal Development Plan (PDP). Courses are accessed via the council Learning Management System via the Intranet.What will you be doing?
  • To respond to new referrals by visiting locations where rough sleeping is reported
  • (excepting known individuals), sometimes early in mornings. Morning response will be covered on a rota basis in addition to normal working hours.
  • Meet regularly with new existing rough sleepers, and those at risk as determined by
  • the Rough Sleeper Coordinator to provide intense and comprehensive support towards obtaining and sustaining accommodation.
  • To provide housing support to former rough sleepers that are resident at 70, Castle
  • Foregate or other accommodation provided to end rough sleeping. Support may include housing advice, overcoming barrriers to housing, referral to other statutory and non-statutory agencies. Multi agency working to provide comprehensive solutions to clients with complex needs.
  • To ensure that an action/support plan and risk assessment is in place for each
  • individual identified.
  • In addition to the above, to provide support relating to health, addictions, offending
  • behaviour etc in conjunction with colleagues from partner agencies.
  • To meet weekly with the Rough Sleeper Coordinator to review cases and to assist
  • with the preparation of reports on progress and outcomes for all identified individuals.
  • Liaise with each individual's allocated Housing Options Officer as frequently as
  • necessary to ensure all information is provided and up-to-date.
  • Liaise effectively and appropriately with other statutory and voluntary agencies and
  • signpost applicants for appropriate specialist assistance.
  • Support the Council to undertake its Severe Weather Emergency Provision
  • (SWEP). Including setting out emergency beds, completing risk assessments, supervising bedding down and ensuring all clear in the early morning.
  • Maintain accurate, confidential and up to date records for all applicants.
  • Participate in regular overnight counts/estimates of rough sleeper numbers.
  • Ensure that all information is sensitively handled and managed in accordance with
  • the Council's policies and procedures.
  • Establish, develop and maintain effective working relationships with all work
  • colleagues to ensure an integrated contribution to corporate objectives, to include participating actively in meetings as required.
  • To work within the Council's Equalities and Diversity Policy, Health and Safety
  • Policy, Lone Working and Performance Policies, ensuring that these are complied with throughout all activities within the scope of this role to ensure the highest standards of customer care in all aspects of the service.
  • Use information technology as required to carry out the duties of the post.
  • Ensure compliance with requirements under Data Protection legislation.
  • Ensure as far as possible within the scope of this role that all activities are carried
  • out to the highest standards of integrity and professionalism.The above duties are an illustrative outline and are not an exhaustive list.   • The post is a Fixed Term Contract until the end March 2026, for 37 hours per week.
  • The contract is funded from grant which may be extended beyond this timescale.
  • Normal office hours are 7am - 7pm Monday - Friday and 8am - 1pm Saturday with
  • a minimum lunch break of 30 minutes. This post will work standard hours of 8.45 to 5pm Mon - Thurs and 8.45 - 4pm Fri. The work will mostly be carried out on weekdays, with frequent early mornings as well as some evenings.
  • The post is subject to the Council's annualised hours scheme as implemented
  • within the specific work area.This post carries eligibility to join the Local Government Pension Scheme. Informationabout this will be sent with any formal offer of appointment.Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annualleave plus bank holidays, with five days extra awarded to those staff with five years localgovernment service giving an entitlement of 244 hours (33 days). Two days of anemployee's allowance (pro rota for part time staff) must be taken at Christmas for anypotential Christmas closures. Employees who work in a building/service which is requiredto open over the Christmas period, the two days leave (pro rota) can be carried over intoyour next leave year but must be used by the end of March.The appointment is subject to one month's notice in writing on either side.The appointment is subject to six months' satisfactory probationary service during whichtime the notice period will be one week on either side.Smoking is not allowed in Council buildings, in Council vehicles or in any Council place ofwork.It is a condition of your appointment that you provide a suitable vehicle for the performanceof your duties and that this is readily available for use during normal working hours. Youare entitled to claim for reimbursement of the costs of travel on council business at the rateof 45 pence per mile.The successful applicant will often be working in a lone worker environment.
